Qualifications ASSESSMENT FACTORS 1. Demonstrates excellent oral and written communication skills to compose and deliver responses to complex questions in a clear, concise, and organized manner. 2. Is flexible and responds in a timely fashion to changing requirements, priorities, and short deadlines. 3. Practices a positive attitude, strives for continuous improvement and friendly communications; and seeks to remain neutral in the presence of conflict. 4. Demonstrates experience working independently in one adult TE role (e.g., Instructional Designer, Learning Specialist, Instructor, and Learning Development Specialist. 5. Demonstrates and maintains a thorough understanding of the Defense Attaché Service mission, functions, values, and policies/procedures. HIGHLY DESIRED SKILLS 1. Graduate of the Joint Military Attache School's Spouse Training Program with at least one successful posting at a US Embassy overseas. 2. Recent experience using multiple modalities to design and deliver adult education and training. 3. Experience developing learning resources/course materials, conducting assessments, and/or official organizational communications. Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. Or Experience General Experience (for GS-5 positions): Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled. Specialized Experience (for positions above GG-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). • Supervising or administering a training program. • Development or review of training/course materials, aids, devices, etc., and evaluation of training results. • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Additional information DIA positions are Defense Civilian Intelligence Personnel System (DCIPS) positions in the Excepted Service under 10 U.S.C. 1601. All applicants must be U.S. citizens at the time of application. Applicants must meet the agency’s conditions of employment, to include, but not limited to, satisfactory completion of an initial special background investigation and periodic reinvestigation, completion of any required medical examination and physical requirements, completion of any required personal interviews, favorable completion of any required initial or aperiodic polygraph examinations, completion of any required drug test, satisfactory completion of a two-year Defense Civilian Intelligence Personnel System trial period, and completion of a civilian mobility agreement. All civilian employees are required to participate in the DoD Direct Deposit/Electronic Fund Transfer of Pay (DD/EFT) Program.
