Duties
The United States Space Force (USSF) at the Pentagon, Arlington VA is searching for a Director, Force Development, S1D (NH-0201-04, GS-14/15 Equivalent).

Ideal Candidate:
Expert in enterprise-level education, training, and career development policy creation and revision. Expert in the Joint Planning and Decision-Making Processes. Experience working at the Military Department Service Level, Title 10 HQ Staff. Experience in enlisted and officer development programs policies. Experience in civilian personnel development programs and policies. Experience in project management and the ability to run effective operational planning teams and working groups. Experience preparing and presenting material for General Officers and Senior Executives. Familiarity with the DOTMLPF-P and Organize, Train, and Equip (OTE) processes. Familiarity in correlating knowledge, skills, abilities and behaviors into corresponding competencies policy.
Key Skills and Abilities:
1. Expert knowledge of a wide range of Human Capital laws, executive orders, regulations, policies, directives, instructions, and concepts governing functions such as force management, training and development, succession planning, talent acquisition, talent management, engagement, performance or other programs related to personnel management within the federal government.
2. Mastery of advanced personnel principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various disciplines as well as seasoned consultative skill sufficient to resolve complex problems not susceptible to treatment by standard methods.
3. Knowledge of organizational structures and functions across the agency to identify, consider, and present options for the resolution of substantive organizational and program issues involving areas such as resources management, employment planning, and other special programs to bring program policies and operations in line with higher level vision, goals, and objectives.
4. Skill in conducting reviews and analyzing and assessing program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
5. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
6. Ability to plan, organize, and direct the function and mentor, motivate, and appraise the staff of the organization and effectively apply agency safety, security, personnel management, and EEO regulations, practices, and procedures.
Requirements:
1. Must be a U.S. Citizen.
2. Employee must be able to obtain and maintain a Secret clearance.
3. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
4. May be required to travel by military or commercial aircraft in the performance of TDY assignments.
5. May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
6. PCS / relocation funding is authorized.
7. Eligible for situational telework only, including Emergency and OPM prescribed "unscheduled telework"
8. Position will close in 5 business days or 75 applications (whichever comes first).
9. Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year

Security clearance requirements are based upon actual position being filled.
Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
Random drug testing may be required depending upon the position being filled.
