Summary The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 66 Air Base Group, 66 Force Support Squadron, Civilian Personnel Flight, Employee and Labor Relations Section, Hanscom Air Force Base, MA. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of federal personnel management functions, theories, and techniques. Knowledge of the basic relationships of the various personnel disciplines; knowledge of and the ability to apply laws, executive orders, regulations, policies and concepts pertaining to employee management, injury compensation and labor programs. 2. In-depth knowledge of legal research methods, information-gathering techniques, and analytical concepts sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered. 3. Knowledge of safety and security regulations, practices, and procedures. 4. Knowledge, skill and ability to plan, organize, and direct the functions and mentor, motivate and apprise the staff of an organization of subordinates. 5. Ability to communicate effectively, both orally and in writing. Ability to identify and implement workable solutions to problems and questions pertaining to Section functions. 6. Knowledge and ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 7. Knowledge of conflict resolution techniques sufficient to interact in highly-charged, emotional situations which arise due to delicate or highly contested case matters and determinations.
