Summary This position is located at Camp Walker, Daegu, South Korea. Morale Welfare and Recreation Child and Youth Services (CYS) Employee Childcare Fee: Available to MWR CYS Regular and FLEX (working a minimum of 15 hours). First Child: 100% childcare fee discount (all CYS employees). Second and Subsequent Child: 25% childcare fee discount (all CYS employees). Incentives and Bonuses Incentives will not be paid. Duties Plan and implement a comprehensive training and professional development program that promotes positive growth and development of children and youth IAW all applicable regulations and standards. Provides training to staff on strategies to facilitate positive interactions and successful inclusion of all children and youth enrolled in CYS Services programs. Serves as a Subject Matter Expert/Augmentee on the Multidisciplinary Inclusion Action Team (MIAT) and serves as a member of the Installation Child and Youth Evaluation Team (ICYET). Identifies factors that may contribute to non-success of children/youth to include program environment, interactions between children/youth and staff, or factors related to the unique military factors related to frequent deployments and moves. Maintains liaison with Exceptional Family Member Program (EFMP) to assist Army Families in locating and accessing appropriate services. Serves as a POC for inquiries regarding placement of children with special needs throughout CYS Services programs. Participates as needed in the development and maintenance of Individualized Family Service Plans (IFSP), 504 plans, Individual Education Plans (IEP) and other behavior management plans for children/youth. Applies knowledge of child/youth development and basic mental health principles to develop, coordinate/monitor, and evaluate programs and services offered for those who have been medically diagnosed with a special need and/or non-medically diagnosed who are experiencing atypical behaviors. Assists in maintaining DoD certification, and assists in achieving and retaining national accreditation or Army equivalent and maintaining accreditation/Army equivalent standards. Applies professional knowledge to spearhead the integration of military children into the local school system. Meets with parents and students, school principals, guidance counselors, teachers, and other school staff and superintendents as appropriate. Establishes, implements and coordinates all local school (public, DDES, LEAs) liaison administrative and operational procedures. Requirements Conditions of employment Direct Deposit and Social Security Card is required. Meet qualification/eligibility/background requirements for this position. A one-year probationary period may be required. Must be 18 years of age or older at time of appointment or placement into the position. Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Child Care Tier 1 background investigation. The Crime Control Act must be successfully completed and maintained. Satisfactory performance, successful completion of training requirements and demonstrated on the job competency is required. Travel to on and off post locations required. Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and DoD policy to include annual influenza vaccinations. Qualifications Resumes must be two pages (or less). Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position. A qualified candidate must possess the following: (QUAL 1) Successful completion of a bachelor's degree or higher that included or was supplemented by major study (at least 24 semester hours) in child development (including directly related behavioral science), childhood education, or other fields appropriate to the position to be filled consistent with: For positions in CDC, FCC or CLEOS - Early Childhood Education, Child Development and/or Elementary Education. For positions in SAS - Early Childhood/Child Development; Youth Development; Elementary Education, and/or Secondary Education. For positions in a Middle School/Teen Program - Youth Development, Elementary Education, and/or Secondary Education. OR (QUAL 2) Combination of education and experience as follows: Successful completion of at least 24 semester hours in a major course of study in an appropriate CYS field commensurate with the program assigned as indicated above, plus appropriate work experience that provided knowledge skills and abilities directly related to the duties described in the fields appropriate to the position. Appropriate experience and course work must be comparable to that normally acquired through the successful completion of the four-year course of study described above. In addition to meeting one of the requirements above (QUAL 1 or QUAL 2) candidate must possess: 1. At least twelve (12) months experience working in child and youth programs. 2. At least one year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled. 3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. 4. Experience in planning and conducting training for child and youth staff. 5. Ability to communicate effectively orally and in writing. In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": Applicants with experience in the following areas may be considered Highly Preferred and sent to management first for consideration. Highly Preferred candidates will possess ALL of the following: Possess at least one (1) year experience as a Special Needs Program Manager Possess experience monitoring the implementation, progress, and outcomes of child and/or youth individual education plans and/or behavior support plans within a large group setting such as a school or comprehensive child and youth program. This experience must be clearly defined on your resume. Education Proof of education is required at the time of application. Note: Education must be directly related to the position to be filled. General Education courses do not count toward the credit total. Additional information ***This position will have collateral duties serving as the School Liaison Officer (SLO) with responsibility for the operation, integration, coordination, and oversight of all installation CYS issues involving public schools and their relationship to the local military community.
