Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Position serves as the full Deputy for the Chief of Police on Ft. Leavenworth, KS with responsibility for apprehending and investigating suspects. Recruitment, relocation and retention incentives MAY be authorized for this position. Duties As a Supervisory Police Officer (Deputy Chief of Police), you will perform the following duties which is not an all-inclusive list: Through subordinate supervisors, directs civilian and military law enforcement personnel. Conduct review of investigative files for adequacy and completeness. Schedule personnel to ensure work is balanced among subordinates and revise work schedule to meet changes in workload. Rate and counsel employees on their performance and evaluations. Hear and resolve complaints from personnel, effect minor disciplinary measures and identify training needs of employees. Directly oversee the Criminal Investigations, Traffic Accident Investigations and Conservation Law Enforcement sections. Formulate long range operating plans to meet law enforcement mission requirements. Manage training programs within the division. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations. This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment. This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident. This position is supervisory as defined by the Office of Personnel Management’s (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed. Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes. This position requires the completion of a pre-employment Physical and an annual examination thereafter to ensure the continued, required level of physical and mental health and ability or fitness to perform the duties of the position. This position is covered by the Individual Reliability Program (IRP) and has been designated by the Department of Army as critical to the national or internal security. An assessment of suitability and character is required annually. The duties of this position require the incumbent to possess a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. This position requires shift work to provide coverage on evenings, weekends, holidays, and/or special situations. Position is subject to recall for emergency overtime. This position is subject to a criminal history background check. Incumbent is subject to possible civil action due to improper exercises of authority injudicious use of force in the apprehension or detention of individuals. Incumbents must attend the United States Army Military Police School Civilian Police Academy and graduate within 12 months of hire date unless incumbent has an approved waiver/exception from the Office of the Provost Marshal General, IAW AR 190-56. Incumbent must meet the requirements of AR 190-56 to include the requirement to wear a uniform and maintain a high state of uniform appearance and personal hygiene. Incumbent may be required to wear chemical protection masks, gloves, and other associated equipment, and may be required to be certified in the use of aerosol irritants. Incumbent may be required to pass entry level and/or annual re-certification of the physical readiness fitness test per AR 190-56 and/or local policy. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) formulating long range plans for law enforcement/police operations such as police/traffic patrols or criminal investigations and (2) identifying problem areas in law enforcement/police operations and recommending solutions to correct deficiencies. This definition of specialized experience is typical of work performed at the next lower level or equivalent position in the federal service (GS-10). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
