The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Resources and Requirements Division. Duties 1. Plans, organizes, and oversees the activities of the Resources and Requirements Division. 2. Exercises supervisory personnel management responsibilities at least 25% of the time. 3. Represents Resources and Requirements Division with a variety of installation and functional area organizations. 4. Ensures branch under their supervision analyzes installation past financial performance, historical trends, financial program requirements and current financial results to measure compliance with AF financial goals and objectives. 5. Interprets and determines Appropriated Fund (APF) and NAF accounting procedural changes necessary to ensure compliance with DoD directives and instructions, Requirements Conditions of employment U.S. Citizenship is required Male must be registered for Selective Service, see www.sss.gov The position is subject to provisions of the DoD Priority Placement Program Disclosure of Political Appointments Relocation costs or other incentives may be available and considered by the organization. Employee may be required to work extended or other than normal hours to include evenings and weekends and may be subject to recall. Work may require travel away from the normal duty station on military or commercial aircraft approximately 21 days per year. This position may require drug testing, and the candidate may be subject to passing a drug test upon selection. Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position. Selectee may be required to serve a probationary or trial period. PCS expenses if authorized will be paid IAW JTR and Air Force Regulations. This is a Financial Management Level 3 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements. The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training. Required certifications and/or licenses are a condition of employment. The employee must obtain and maintain the certifications and/or licenses required to perform the duties of the position. Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is a supervisor over the Resources and Requirements Division lead by developing and enforcing GAAP-based policy, procedures, and internal controls that strengthen compliance, audit readiness, and fiscal stewardship. Direct subordinate supervisors and staff by setting priorities, balancing resources, and using performance metrics to improve efficiency and customer support across multiple installations. Advise senior leaders on complex financial issues and deliver NAF financial training that builds capability and consistent execution across the enterprise. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Services or FSS military command structure, missions, and programs (to include APF and NAF financial programs). 2. Knowledge of safety and security regulations, practices, and procedures. Knowledge of and ability to apply generally accepted accounting principles (GAAP), APFs and NAF guidance, accounting policies, procedures, and systems. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources 5. Ability to communicate both orally and in writing sufficiently to provide consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
