ATTORNEY ADVISER (CONTRACT)

Summary The primary purpose of this position is to serve as a legal advisor, providing support for all USAF Security Assistance Training contract activities. Duties Chief legal counsel for USAF Security Assistance and/or Security Cooperation Training contracts. Incumbent provides AFSAT a single point of contact for answering legal questions arising from International designated programs. Applies knowledge of statutory and regulatory law provisions, as interpreted by courts and administrative boards, to develop legal advice that best satisfies Air Force command priorities. Incumbent reviews complex contractual documents for legal sufficiency and compliance with applicable laws, regulations, and policy. Performs independent professional legal review of USAF International Training designated contractual documents, contractual forms, and specialized contractual provisions involving millions of dollars and the most difficult and complex issues of fact and law. Examines legal issues raised by requests for formal opinions and provides oral advice to AETC/IA and AFSAT personnel at various levels on pertinent contract issues. Performs professional legal research and analysis and renders written and oral opinions to AETC/IA and AFICA leadership and staff on extremely complex and difficult issues of fact and law concerning the legality and enforceability of contracts; interpretation of contractual provisions; resolution of ambiguities; compliance with laws. Examines legal issues raised by requests for formal opinions and provides oral advice to AETC/IA and AFSAT personnel at various levels on pertinent international law issues. Provides legal review, consultation, and advice on international law issues, to include letters of offer and agreement, foreign military training agreements, off shore procurement, relationships with international organizations, weapons system procurement, training and execution in the AOR, application of the Arms Export Control Act, and other international legal matters. Maintains current knowledge of changing statutory and regulatory guidance. Performs timely completion of administrative legal duties as assigned by AETC/IA and AFSAT leadership. Incumbent must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth Incumbent is required to submit an initial and annual OGE 450 (Financial Disclosure) in accordance with Joint Ethics Regulation Work may occasionally require travel away from the normal duty station on military or commercial aircraft Incumbent is required to maintain continuing legal education (CLE) currency as established by incumbent’s bar Incumbent is required to obtain and maintain the appropriate security and program clearance necessary to execute the duties of this position Incumbent is required to meet all professional responsibility requirements set forth by The Judge Advocate General of the Air Force This position deals with complex foreign government contracts, Type III, Level D This is a centrally managed position Qualifications GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Specialized Experience: In addition to the basic requirement, you must have professional legal experience in excess of two (2) years that commensurate with the position's duties and responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of Security Assistance and/or Security Cooperation Programs to include Foreign Military Sales (FMS), Foreign Military Financing and other DoD Grant Aid supported contracts, federal acquisition law (including but not limited to Systems Acquisition; Research & Development; and, Facilities contracting matters and the Fiscal, Taxation, Environmental, Anti-Trust, and Patents, Copyright, and Technical Data Rights aspects thereof). 2. Maintenance of a current license as an attorney and counselor at law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. 3. Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions and fraud remedies plans based upon such research and analysis. 4. Proven skill in effectively communicating, both orally and in writing. 5. Proven skill in using negotiation techniques to protect the Government's position in major acquisition actions. Education Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
