Job Description
Summary
This position is located at the Education & Incentives Office, Camp Mabry, TX. The purpose of State Incentive Managers is to provide state internal incentive oversight for authorization, verification, validation, establishment, monitoring, termination, and submission of all payments, to include recoupment of incentives and loan repayment.
Texas is one of 9 states with NO state income tax.

Appointment Factor(s): This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas National Guard and wear of the military uniform. Applicants who are not currently a member of the Texas National Guard must be eligible for immediate membership.
Areas of Consideration: Nationwide Excepted. This includes:
- All currently employed full-time permanent, indefinite and temporary personnel of the Texas National Guard.
- All current members of the Texas National Guard and individuals eligible for membership in the Texas National Guard.
- Must obtain and maintain a Secret clearance within 1 year of appointment.
- Texas National Guard Membership is required.
- The Texas National Guard is an Equal Opportunity employer.
- This is a Non-Bargaining Unit position.
- May be required to successfully complete a probationary period.
- Direct deposit is mandatory.
- Veterans' preference is not applicable to this position.
Military Requirements:
Compatible Military Assignment (per UMD): Need not have MOS to apply. Upon selection, individuals must be assigned to a compatible military duty position in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements within one year of appointment.

Qualifications
To be considered for qualification, your resume must include relevant experience with beginning and ending dates of employment/experience reflecting the following:
Specialized Experience Required
To qualify at the GS-09 grade level your resume must include relevant experience with beginning and ending dates of employment reflecting at least 1-year specialized experience equivalent to at least the next lower grade (GS-7) with knowledge of, and skill in applying, fundamental military human resource management principles and practices; and standardized analytical and evaluative methods and techniques in order to provide technical expertise and guidance as well as management advisory services to resolve factual and procedural issues within the particular area of assignment. In-depth knowledge of applicable regulations relating to the field of military human resources management and the area of assignment. Knowledge of the organizational structure and requirements of the ARNG for that State suitable to provide advice to commanders, unit administrators, and military members concerning the area of program specialty. Ability to communicate effectively both orally and in writing, with individuals, supervisors, and management.or
A Masters Degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a major directly related to the position of a Human Resources Specialist.

Additional Remarks:
Responsible for 100% review of all Select Reserves Incentive Programs (SRIP) and Loan Repayment Program (LRP) payments, suspensions, and terminations in Guard Incentive Management System (GIMS) prior to submission. State IM(s) will conduct the final check of a Soldiers documentation prior to the submission for establishment, payment, or termination. Functions as the subject matter expert and provides customer service through all forms of communication and routinely route to proper office as necessary. Conducts training on incentive policies and processes down to unit level users
Other Requirements:
- For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
