Summary This position is located in the Office of Budget and Financial Management and serves as a Financial Specialist providing financial management assistance on a wide variety of budget and fiscal processes, including budget development, execution and tracking, and assisting in maintaining financial management systems. This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance. Qualifications In order to qualify for the Financial Specialistposition, you must meet the following minimum qualifications: FOR THE GS-09 LEVEL: Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service performing the following: Assisting with auditing accounts, and files to ensure adherence to internal controls and regulations; Drafting an annual budget, aiding in budget amendments and supplemental appropriations; Requesting and tracking reimbursable funds through automated financial and accounting systems; AND Identifying problem areas to recommend solutions to management. (Your resume must CLEARLY demonstrate this experience) OR Education: Applicants must have a Master's Degree or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include business administration, finance, accounting, or other directly related field. NOTE: Applicants must submit a copy of their transcripts for verification. OR Combination: Applicants must have a combination of specialized experience and graduate education as described directly above that total 100% when combined. First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of one year (18 semester hours) may be used when combining education and experience for this grade. NOTE: Applicants must submit a copy of their transcripts for verification. FOR THE GS-11 LEVEL: Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service performing ALL the following: Compiling, analyzing and summarizing financial and/or budgetary information for an organization; Translating organizational needs and objectives, by line item and object class, into budget dollars and funding actions; Preparing financial management reports using automated computer systems and programs; Analyzing financial data to ensure accounting accuracy and compliance with laws and regulations; AND Assisting with the development of financial policies and procedures. (Your resume must CLEARLY demonstrate this experience) OR Education: Applicants must have a Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include business administration, finance, accounting, or other directly related field. NOTE: Applicants must submit a copy of their transcripts for verification. OR Combination: Applicants must have a combination of specialized experience and graduate education as described directly above that total 100% when combined. First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of two years (36 semester hours) may be used when combining education and experience for this grade. FOR THE GS-12 LEVEL: Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service performing ALL the following: Providing guidance and assistance in projecting, planning, allocating, and executing financial resources; Assisting with the analysis of financial information to confirm proper execution of funds in accordance with applicable rules and regulations; Assisting in the monitoring of financial systems to ensure funds are properly allocated and obligated as apportioned in support of management objectives; AND Assisting with the coordination of internal control processes and financial audit activities.
