Security Specialist (Technical)

Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-WATL99 7TH HQ HHC USAREUR 7TH ARMY. Duties Reviews all reports of investigation on COMSEC insecurities to determine possible damage to national security; ensures that reports are concise, factual, complete and within the purview of the law or regulation Performs COMSEC inspections of supported activities to determine system weaknesses and ensure compliance with program objectives. Plans, organizes, and directs long-range studies, forecast requirements for COMSEC systems and develops methods and techniques, which enhance the efficiency and capabilities of COMSEC systems. Provides guidance to investigating officers and monitors the progress of any investigation to ensure all requirements are met. Establishes investigation procedures and takes immediate action on reports of any insecurity involving COMSEC (Communications Security) material or equipment. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Two year trial/probationary period may be required. In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis. Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation. Temporary Duty Travel (TDY) may be required 25% or less of the time. This position has been identified for the Security Professional Education Development (SPeD)Certification Program. This position requires obtaining the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment. Specialized Experience: One year of specialized experience which includes reviewing communications security reports; providing advice to leadership on communications security issues; and conducting investigations on communications security. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
