REALTY POSITIONS ONLY-1170: Selectees w/less than 3 years exp. as a Realty Spec. (GS-1170) are req'd to attend a 3-part Lands and Realty Academy at BLM's National Training Center. Failure to complete/pass this Academy may result in your termination. Qualifications In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For the GS-07 Level: One (1) year of full time work experience, equivalent to the GS-05, which shows research & analytical skills in areas of public lands realty case work (such as rights-of-way, temporary use permits, exchanges, public sales, recreation and public purposes leases/patents, airport leases/patents, land classification, withdrawal, State selections, trespasses, etc.) or other public lands use authorization; OR Completed a 4-yr course of study leading to a bachelor's degree in any field & meet 1 of the following superior academic provisions: GPA of 3.0 or higher for all completed coursework or for all courses completed in the last 2 full years of undergraduate work; GPA of 3.5 or higher for all courses in the major field of study, or courses in major completed in last 2 years of undergraduate work; rank in the upper 1/3 of your college; or member in a national honor society recognized by the Associate of College Honor Societies; OR successfully completed one full year of graduate level study ( 18 credits or equivalent), OR possess a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., in a field that provided the knowledge, skills and abilities necessary to do the work; OR a combination of education and experience. At the GS-09 Level: One (1) year of specialized experience equivalent to at least GS-7 level that provides the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying experience could be serving as a trainee realty specialist, realty technician, land law examiner, or legal clerk on lands actions or other public lands use authorizations that provided experience with field exams, National Environmental Policy Act (NEPA) process, requisitions & compliance; OR a master`s or equivalent graduate degree; OR two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR a combination of education and experience described above. At the GS-11: One (1) year of specialized experience equivalent to at least GS-9 that provides the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is further defined as; processing various types of land cases (i.e. public sales, rights/of/way, land exchanges, acquisitions, agricultural entries, land classification, withdrawals, leases, permits, recreation and public purpose leases/patents, airport leases/patents, State selections, trespasses, etc.), field examinations, and National Environmental Policy Act (NEPA) processes, requirements, and compliance; OR a Ph.D. or equivalent doctoral degree; OR completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR a combination of education and experience described above. NOTE: Real estate work experience in the private sector is not considered qualified unless the experience demonstrates specific relationship to public land issues. (For Realty Positions) Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate undergraduate/ graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is split between sedentary and physical. Because the employee may lead or often conduct on-site examinations, there is some walking, standing, bending, and requiring normal physical exertion. Onsite visits require physical ability to traverse remote rough country by cross country vehicle or by foot, sometimes in extreme climatic conditions to conduct field inspections. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas. Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions. The work environment varies from an office setting to working outside in isolated areas under adverse weather conditions. The employee usually works alone while in the field. Temperatures in the field vary from minus 10 degrees Fahrenheit to 105 degrees Fahrenheit. Work in the office will generally be at a desk. The employee will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer. This position is considered a career ladder opportunity, with a full performance level of GS-11. If selected at a lower grade level, you may be non-competitively promoted to the next grade level at the discretion of your supervisor and is contingent upon meeting regulatory and legal requirements for promotion, satisfactory performance, and the availability of higher-level work. Education This position falls under the General Schedule for Realty Specialist Series, 1170 Individual Occupational Requirements (IOR). This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
