The primary purpose of this position is to serve as the Technical Expert for the Community Services Flight directly reporting to and assisting the Flight Chief.
Duties
Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates supervisors and staff, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
Oversees the activities of the Community Services Flight. Recommends and/or develops goals and objectives that integrate organization and community services objectives.
Represents the Community Services Flight with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other base organizations, senior leadership, representatives from other military services, Department of Defense (DoD) agencies, and community support related civilian organizations regarding services provided.
Establishes, defines, and implements requirements for community service programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements. Monitors, and analyzes applicable statistical data to track operating programs, evaluate their effectiveness and applicability to strategic goals, and plan improvements.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Major study - hotel management, restaurant management, club management, business administration, accounting, or other fields directly related to the position.Specialized Experience (for positions above GS-5): Experience in the operation and management of a military or civilian club (social or commercial), restaurant, or hotel that involved the management of restaurant facilities or other food service establishment. This experience must have included responsibility or supervision over various phases of operations such as uniform accounting and supply procedures, planning and programming of club activities, and sanitation procedures.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in operation and management of a military or civilian club (social or commercial), restaurant, or hotel that involved the management of restaurant facilities or other food service establishment. This experience must have included responsibility or supervision over various phases of operations such as uniform accounting and supply procedures, planning and programming of club activities, and sanitation procedures.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of business operations policies, procedures, methods, and publicity techniques within one or more of the following areas: military recreation; base morale, welfare, and recreation business operations; food and beverage operations; and/or community wide event planning to evaluate strengths or weaknesses and develop/revise programs to meet goals and promote patronage.
Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques.
Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
Skill in effectively organizing and utilizing available community resources within the program framework to augment the program to meet installation objectives.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.
This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
