Job Description
Summary
This position is located in the 136th Airlift Wing in Fort Worth, TX. The purpose of this position is to accomplish budget formulation, trend analyses, and execution evaluation of federal funds provided by the ANG and other Department of Defense (DoD) components to the assigned unit.
Texas is one of 9 states with NO state income tax.

Appointment Factor(s): This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas Air National Guard and wear of the military uniform. Applicants who are not currently a member of the Texas Air National Guard do not meet eligibility for this position.
Areas of Consideration: Nationwide. This includes:
- All currently employed full-time permanent, indefinite and temporary personnel of the Texas Air National Guard,
- All current members of the Texas Air National Guard, and
- All individuals eligible for membership in the Texas Air National Guard.

Remarks:
- This is an indefinite excepted position; acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Indefinite appointments are used when there is a need for a temporary position to extend beyond one year or management expects the position to become permanent at some time in the future. Competitive procedures must be used when filling a position on an indefinite basis.

- This is a Financial Management Level Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program and will be required to obtain certification. Certification requirements are outlined in the DoD Instruction 1300.26.
- Must obtain the required Level Two Financial Management Program Certification within two years.
- Direct deposit is mandatory.
- May be required to successfully complete a probationary period.
Compatible Military Assignment (per UMD): Applicant must be Duty AFSC assigned to a compatible position in accordance with statutes and National Guard Bureau regulations upon selection.

Qualifications
Specialized Experience Required:
To qualify at the GS-11 grade level your resume must include relevant experience with beginning and ending dates of employment/experience reflecting at least 1 year equivalent to at least next lower grade level (GS-09) experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. AND Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. AND A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.

A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. If using education to meet minimum qualifications you MUST upload a copy of your transcripts.
To qualify, the applicant must have a completed undergraduate or graduate education, the college degree education must be in one of, or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.

A combination of successfully completed post-high school education and experience that may be used to meet total qualification requirements. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

Additional Remarks:
- This position is independently responsible for the overall budget function in organizations, as determined by the Financial Manager. Accomplishes budget functions in support of state and federal ANG operations, training, and readiness missions.
