CACI is currently looking for a Border Patrol Operations SME with a CBP law enforcement background to join our BEAGLE (Border Enforcement Applications for Government Leading-Edge Information Technology) Agile Solution Factory (ASF) Team supporting Customs and Border Protection (CBP) client located in Northern Virginia! What You'll Get to Do:

Serve as an experienced Lead Business Requirements Analyst and Functional Testing Coordinator who has worked in a Law Enforcement Environment with Customs and Border Protection. Responsibilities include:

  • Serve as the focal point for the capture, analysis, and management of functional requirements specific to the support of USBP Enforcement Systems to include Processing, Detection, Geospatial, Visualization and Detention systems.
  • Develop Test for Edge Cases Procedures - Creating test procedures for current set of backlog items: system, functional, regression, performance, load, installation, security, interoperability; defining tests for backlog items; estimating tasks needed for creating manual tests; and assessing candidates to automate for regression tests
  • Develop and implement quality assurance methodologies to ensure compliance with quality assurance standards, guidelines, and procedures in a large computer-based organization.
  • Conduct training for Business Analysts as well as Manual and Automation Testers regarding Operations Procedures of USBP Law Enforcement Agents.
  • Support and coordinate independent User Acceptance Testing
  • Review high-level requirements provided by the Product Owner and support with prioritization and decomposition.
  • Meet regularly with the Product Owner and USBP to review and prioritize the product backlog.
  • Clearly communicate business needs to a development team and take part in business needs discussion with active USBP Agents
  • Provide guidance and clarification of user stories to the development team as a proxy to USBP agents.
  • Work closely with the Scrum Master, Product Architect, and scrum team Business Analyst to establish Release/Feature backlogs, resolve impediments, and provide direction on scope of work to be accomplished.
  • Work collaboratively with the Product Owner and external stakeholders, as well as product development teams during the development cycle to ensure the customer needs are being met.
  • Develop product roadmaps and participate in Integrated Release Planning
  • Review and evaluate work done by development team to ensure proper scope has been met.
  • Support demonstrations to the Product Owner and stakeholders.

You have:

  • 5 plus years working with USBP Operations related to Enforcement Systems supporting USBP needs with Processing, Detentions, Geo-Spatial Applications, Detection Systems, and Visualization systems.
  • Experience as a law-enforcement agent is desired.
  • Must be a U.S. Citizen with the ability to pass CBP background investigation, criteria include but is not limited to:

    • 3 year check for felony convictions
    • 1 year check for illegal drug use
    • 1 year check for misconduct such as theft or fraud
  • College degree (B.S.), or equivalent professional experience.
  • Excellent verbal and written communication skills.
  • Minimum ten (10) years of experience with US Border Patrol Applications and Operations.

You'll Bring These Qualifications:

  • Translating business requirements into use cases, features, capabilities, and technical requirements.
  • Experience with functional decomposition of large business needs into multiple layers of requirements/features.
  • Creating a product backlog that provides business value to the customer.
  • Strong skills with MS Office tools (Excel, Word, Project, Visio) and Atlassian Suite (Jira, Confluence)
  • Conducing backlog refinement sessions with stakeholders and the Product Owner to gather and validate business requirements.
  • Coaching a development team to understand the business value and mission of the supported product.
  • Experience in Agile Scrum methodologies and estimating techniques.
  • Experience analyzing data and data relationships across an organization's business areas.
  • Working knowledge of all elements of the software development life cycle, including planning, development, requirements management, CM, quality assurance, and release management.
  • Developing business processes, capability needs, and business requirements.
  • Effective decomposition of mission/business objectives into requirements contained within a product backlog which can then be implemented in a series of releases.
  • The ability to be adaptable and to work constructively with a technically diverse team
  • A willingness to learn and stay abreast of industry trends.
  • Innovation - can bring creative ideas to solve complex problems, both technical and procedural.
  • Understanding real-world mission/business objectives and a working grasp of software development practices and technologies.

These Qualifications Would be Nice to Have:

  • Working on Database/Reporting development projects
  • Certified Business Analysis Professional
  • BS in a Computer Information Systems or related field

Pay Range: The proposed salary range for this position is $93,300-$200,500. There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications.
