COBOL Developer

Candidate must be a US Citizen.
Location: Harrisburg, PA - local candidates only.
Position Type: Hybrid - Tuesdays onsite
Contract Length: 6 months, contract to hire
Position Overview:
The Developer uses approved programming languages, operating systems and source code to create, enhance, and maintain application solutions that meet the identified functional and non-functional business requirements.
Required Skills:

• Strong proficiency in COBOL development and debugging.
• Experience with Mainframe IBM technologies (JCL, COBOL, DB2, CICS, PostgreSQL). 
• Experience with Eclipse or Heirloom preferred.
• Experience in working with DB2 databases in a COBOL environment, including data retrieval, updates, and troubleshooting.
• Hands-on experience with CICS for developing and maintaining online transaction processing applications.
• Understanding of cloud environments and experience supporting or migrating COBOL-based systems to the cloud.
• Experience in developing and executing unit tests and functional test coverage to ensure high code quality.
• Ability to test application modifications across multiple programming platforms and ensure accuracy.
• Experience leading or participating in code reviews to ensure quality and alignment with project requirements.
• Ability to conduct technical reviews to detect defects in requirements, design, code, or test cases.
• Proficient in version management tools and maintaining code repositories.
• Familiarity with SDLC processes, including following coding practices, control concepts, and error-detection techniques.
• Ability to document code changes and maintain technical documentation.
• Experience in identifying, evaluating, and mitigating risks in software projects.
• Ability to support production systems through incident management, code corrections, upgrades, and patches.
• Experience working with senior developers, providing task estimates, and managing task activity.
• Experience assisting with proof-of-concept and prototype development.
• After 6 months of training, willingness to provide 24/7 rotating (every 8th week) on-call support.

Duties:

• Code/build application solutions in a COBOL/DB2/CICS environment from specifications provided by Requirements Analysts and Application Integration Architect.
• Assist in migration and future support of current system in a cloud environment utilizing existing COBOL code.
• Develop and execute unit tests and functional test coverage for assigned coding changes to ensure code quality.
• Perform testing of application software modifications utilizing various programming platforms and productivity tools and review results for accuracy.
• Perform coding and testing in multiple systems and/or processes.
• Follow processes and procedures to ensure the quality of technical solutions.
• Lead and/or provide assistance with presentations in code reviews.
• Participate in broader technical reviews used to detect defects in requirements, design, code, test cases, or other project artifacts.
• Perform documentation of all code changes.
• Support Senior Developers in compiling detailed activity task management including recording work effort and providing estimates of time to complete tasks.
• Support Senior Developers in the design and development of proof of concept and prototype application environments.
• Develop and maintain code repositories according to established version management approaches and methods as defined.
• Follow code construction fundamentals for coding practices, guideline for use of data, control-related concepts, and error-detection practices
• Assist in identification and evaluation of risks; participate in mitigation and control activities.
• Provide rotating 24/7 on-call support in support of systems and applications in production.
• Perform production support activities including incident and problem management, code corrections, upgrades and patches.
