Your Role and Responsibilities
IBM’s procurement function oversees $17B in annual spending for IBM and nearly $100B in spending for our BPO clients through our procurement BPO delivery team. It continually seeks to drive savings and increase value. IBM procurement provides IBM and our clients with end-to-end S2P services including spend analytics category strategy strategic sourcing across multiple categories tactical buying and procurement operations all governed by robust and adaptable processes and procedures.

IBM is currently in the midst of an exciting procurement transformation. This transformation will not only revolutionize our internal procurement making it a model of digital procurement featuring IBM’s automation and AI capabilities but also leverage this Client Zero environment as the catalyst to bring these capabilities to our procurement BPO clients.

The Federal Procurement Leader will have a unique opportunity to contribute to this transformation and shape the future of Federal Procurement at IBM. The Federal Procurement Leader will transform redefine and implement the procurement process in the federal space aligned with the overall procurement transformation. This transformed function will be an integral part of bringing a uniform approach to all procurement at IBM while keeping a specific focus on the unique requirements of Federal procurement and ensuring compliance with all applicable laws and regulations. Responsibilities will include designing and aligning the current workforce for better stakeholder engagements setting fresh priorities and enhancing focus on revenue growth and time to market. This leader must bring a laser like focus on the commercial aspect of driving value in every deal building out the pipeline for resource and deal management predictability and consistency of work and transparency for stakeholders. The leader will partner with the systems and data teams to refine the configuration of the contract management system collaborate with legal and finance to ensure the process and work instructions are aligned to key control principles work with the process and policies team to define lightweight but effective policies and support audit response activities as well as manage all day-to-day Federal Procurement operations activities with a focus on hands on management and engagement.

Required Technical and Professional Expertise
• Bachelor’s degree in business administration or related field.
• Significant years of experience in US Federal procurement practice.
• In-depth understanding of relevant laws regulations terms conditions and policies governing assigned subcontracts including FAR DFAR and CAS.
• Experience leading and managing CPSR audit.
• Experience working in fast-paced variable environment with competing priorities and requiring frequent multi-tasking.


Preferred Technical and Professional Expertise

  • Certifications such as Certified Federal Contracts Manager (CFCM) or Certified Professional in Supply Management (CPSM) a plus.
