Job Description
Finance Officer Consultant (Six-Month Engagement)

The Finance Consultant will work closely with the Finance Manager on the USAID/Ethiopia Learning Analytics Activity for a six-month period to provide expert financial guidance, analysis, and strategic support to enhance financial performance and decision-making processes.
Location: Addis Ababa, Ethiopia
Responsibilities:
Responsibilities and tasks will include, but are not limited to:
- Assist with preparing and submitting monthly field report.
- Prepare disbursement vouchers, file vouchers and stamp the documents.
- Support disbursement of vouchers and journal entries.
- Conduct petty cash reconciliation.
- Receive and verify orders, ensuring proper documentation.
- Place orders as needed.
- Organize and track all documents to and from Finance and Administration department.
- Review payment requests against receipts provided.
- Arrange payments to suppliers, subcontractors, and subgrantees.
- Review purchase requisitions.
- Understand and manage the maintenance of electronic, scanned, and manual filing systems for all financial and administration documents.
- Carry out inventory reconciliation and tagging and numbering of assets.
- Reconcile office supplies, requisition consumables, and stationery from stores.
- Assist in the documentation and gathering necessary information to prepare a VAT report and other financial reports.
- Other finance and administration tasks as needed.
Minimum Qualifications, Skills and Experience:
- Degree in Accounting, Business Administration (B. Com, BBA) or comparable certifications/qualifications.
- Experience working in finance on USAID-funded projects preferred.
- Proficiency in Microsoft office products (Word, Excel, PowerPoint etc.) and QuickBooks.
- Ability to communicate clearly and concisely in English (both oral and written).
- Must demonstrate initiative and proactiveness.
- Must possess professional demeanor and ability to work in a team environment.
- High degree of integrity.
- Knowledge of USAID regulations relating to financial management and reporting.
Timeline:
- The engagement will span a six-month period, starting from November 1, 2024.
