The City is committed to forging a model of 21st Century government to better serve the community and its employees.The DepartmentThe Parks and Recreation Department oversees Parks and Programs, REACH, Senior Services, Contract Classes, Media and Communications, Special Events, Transportation, and the Pico Rivera Golf Course.The amenities provided by the Parks and Recreation Department are enjoyed by thousands of people every year. The amenities include 100 acres of parks and open spaces, swimming pool, athletic fields, walking paths, Senior Center, and batting cages.The PositionThe Parks and Recreation Analyst supports the planning, development, evaluation, and continuous improvement of parks, open spaces, recreational programs, and community services—with a strong focus on budget oversight and transportation-related initiatives. This role is responsible for managing budgets for all parks programs and community transit services, preparing financial and programmatic reports, and ensuring alignment with departmental goals and initiatives.Key responsibilities include conducting data collection and analysis, evaluating policies, monitoring performance, and collaborating with internal departments and external partners to ensure programs meet community needs and support the City's strategic objectives. The Analyst also contributes to Capital Improvement Program (CIP) planning, provides operational and analytical support to Parks and Recreation Managers, and may serve as a backup to the Senior Analyst.City Hall is open Monday through Thursday, 7:00 AM to 5:30 PM. Employees work a 4/10 schedule from 7:00 AM to 5:30 PM. This position could also be required to work non-traditional hours including nights, early mornings, weekends, and holidays based on the needs of the department.
EXAMPLE OF DUTIES
The ideal candidate will have the ability to perform the following essential tasks and duties: Compile and analyze data to make recommendations regarding the formulation of policies, procedures, staffing, and organizational changes.Evaluate and monitor budget expenditures, revenues, and operational efficiency across park facilities and programs, including community transit services such as local shuttles, and senior transportation programs, in collaboration with internal departments and external transit agencies.Collaborate with transit vendors, consultants, and funding agencies to coordinate the research, development, review, and preparation of grant applications, and ensure ongoing compliance with grant and contract requirements and applicable regulations.May serve in a backup capacity within the department to ensure continuity of operations.Participate in the implementation of new and updated programs, systems, procedures, and operational methods.Assist in the design and implementation of operational systems, tools and forms to improve efficiency and workflow.Respond to public inquiries, complaints and requests for information in a timely and professional manner. Represent the City in interdepartmental, community, and professional meetings as needed to support departmental initiatives and collaboration.Assist in the coordination of intradepartmental and departmental activities with other City departments and divisions, and external agencies to ensure effective collaboration and service delivery.May participate in administering contracts for department projects.Conduct research, surveys, and statistical analyses on park usage, recreational participation, community needs, demographics, and administrative, fiscal, personnel, and operational issues. Evaluate program effectiveness and recommend improvements to optimize service delivery and resource allocation.Compile information and develop comprehensive reports, manuals, publications, visual presentations, and dashboards to effectively convey findings and support strategic initiatives.Provide backup support to the Senior Analyst in managing analytical projects and in the development of strategic plans, capital improvement plans, and grant proposals.Assist Parks and Recreation Managers on various initiatives, and operational tasks.Coordinate with maintenance, planning, and recreation staff on project implementation and service delivery.Support compliance with local, state, and federal regulations.

Valid California Class C Driver’s License and an acceptable driving record throughout the course of employment is required. Must possess current American Red Cross (ARC) Infant / Child / Adult CPR and Community First Aid and Safety Certification at time of appointment and maintained throughout employment.Veteran's credit of ten (10) points will be added to the candidate's passing test score.
