Job Description

VISTA Technology Services is seeking a highly motivated Program Manager to lead and coordinate design and engineering efforts for test and evaluation facilities supporting Hull, Machinery & Electrical (HM&E) systems. This role involves managing complex projects that replicate shipboard systems in land-based environments, ensuring readiness, safety, and performance across a wide range of technical domains. Responsibilities • Lead cross-functional teams in the design and implementation of test installations, ranging from small test stands to full-scale engineering sites. • Oversee project lifecycle phases: conceptual, preliminary, and detailed design. • Coordinate with Program Managers to align deliverables with Contract Data Requirements Lists (CDRLs). • Manage assessments and reviews including Mission Readiness Panels (MRP), Integrated Test Readiness Reviews, and Integrated Schedule Reviews. • Ensure infrastructure readiness including floor loading, support system capacity, and power availability. Systems & Equipment Scope • Electrical Power Systems (up to 50MW / 13.8KV) • Diesel Engines, Generators, Propulsion Motors • Control Networks, Instrumentation, Fiber Optics • Machinery Shafting, Transmission, and Foundations • HVAC, Chillers, Piping Systems (up to 6500 PSI / 1200°F) • Structural and Outfitting Systems • Auxiliary Equipment (pumps, compressors, fans, etc.) Basic Qualifications • Bachelor's degree in Engineering • Professional Engineer (PE) license required • 10 years of professional experience in program/project management. A minimum of 5 years of experience in test site-specific design program/project management • Strong understanding of HM&E systems and facility design • Proven leadership in cross-disciplinary engineering teams • Excellent communication and stakeholder engagement skills • DoD Confidential Level Clearance required Salary at VISTA is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $ 105,000 to $ 150,000 (annualized USD). The displayed estimate represents the typical salary range for this position and is one component of VISTA's total compensation package for employees. We also offer a competitive leave package and a generous benefit plan which includes medical, dental, vision, life, and disability insurance, tuition assistance, and an employer-matched 401(k) plan.
