Summary
This is a U.S. Public Health Service position located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Chief of Staff, Office of Policy.
This position is only open to current USPHS officers.
USPHS Call to Active Duty (CAD) candidates are not eligible for this position.

- Service Remaining Requirement Agreement: Upon appointment to this position, officers will be required to serve an 18 to 24-month commitment to IHSC.
- Applicants must be a current USPHS Commissioned Corps Officer. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.
Qualifications

- Average manual dexterity for computer operation.
- Phone use for extended periods of time.
Education
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Bachelor's degree or higher in nursing, healthcare administration, or health sciences (clinical or non-clinical) from an accredited institution or program.
- If the incumbent holds a clinical license, it is the responsibility of the incumbent to maintain clinical professional skills and fulfill the obligation(s) of their licensing or certifying body to maintain a current and unencumbered status. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency.
- Minimum of three years of professional experience working in policy and national program development and implementation, with ability to draft health policy documents independently or with minimal supervision.
- Strong program management skills and abilities, including technical writing, risk management, planning and coordination, time management, and data collection, analysis, and reporting.
- Strong supervisory and leadership skills, including communication, problem-solving, adaptability, negotiation, organization, conflict management, and critical thinking.
- Ability to professionally interact effectively and collaborate with other IHSC, ERO, ICE and DHS offices at all levels of management.
- Knowledge, skills, and ability to locate, read, and understand complex health care records and reports.
- Proficiency in, applicable detention health care standards (e.g., PBNDS, ICE National Detention Standards, NCCHC, ACA, and applicable federal laws).
- High degree of independence, initiative, and follow through on a wide range of sensitive, complex, and program issues.
Additional information
The incumbent serves within the IHSC Office of Policy as the Senior Health Policy Administrator and reports directly to the IHSC Chief of Staff. The primary responsibility of the Senior Health Policy Administrator is to provide policy leadership and strategic direction in alignment with the missions of IHSC, ERO, ICE, and DHS. This is a supervisory position.
IHSC has a multi-sector, multidisciplinary workforce of more than 1,650 employees, including PHS commissioned officers, federal civil servants, and contract staff. In Fiscal Year (FY) 2023, IHSC administered and managed a health care system that provided direct care to over 131,000 detainees housed at 19 IHSC staffed facilities across the nation. The health care provided included medical, dental, mental health care, as well as public health and disease prevention programs. IHSC also oversaw compliance with ICE detention standards related to health care for more than 191,850 detained noncitizens housed in 128 non-IHSC-staffed facilities, totaling more than 45,000 beds. IHSC also directly supports ICE field office directors on medical issues within their area of responsibility. IHSC oversees the financial authorization and payment for off-site specialty and emergency care services for detainees in ICE custody. IHSC also provides medical support during ICE enforcement operations in the air, on the ground, and at sea.
SUPERVISORY CONTROLS:
The incumbent reports to the Chief of Staff who provides administrative direction. Specific assignments frequently originate out of the activities of the incumbent who independently negotiates the scope and objectives of the project with the Chief of Staff.
The Senior Health Policy Administrator is the most authoritative policy professional within IHSC and assumes responsibility for planning, coordinating, and carrying out projects; directs/evaluates the work of those they supervise; and informs the Chief of Staff of progress as appropriate. Work is generally considered to be technically accurate and is often not subjected to detailed substantive review by the supervisor.
