Job Summary:
As a Subject Matter Expert Tester, you will be serving the Department of Commerce, Census Bureau on an 8 year contract. The SME Tester is responsible for supporting the Census Bureau in their AWS migration efforts and will help provide testing/quality control/quality assurance procedures and processes for software development projects and deployments from lower environments through upper environments such as stage and production. The mission of this contract is to provide technical services and support to manage and implement system/application upgrades and security support to ensure that the Census Hiring Employment Check (CHEC) system operates in a secure fashion; to design, develop, test, and implement new enhancements for upcoming 2026 and 2028 Census Test(s), Special Censuses and 2030 Census research and testing phase; to support the U.S. Census Bureau’s Plan for Developing 2030 Census.

Responsibilities and Duties:
- Provides high-level subject matter expertise on decisions and priorities regarding all levels of testing the system, developing the test processes and documentation.
- Assists with the impact analysis on affected applications and coordinates testing and implementation with all stakeholders.
- Works with the Business and IT as needed to troubleshoot system issues and coordinate resolution.
- Proven track record in building strong working relationships at levels in the business and IT community to ensure overall project satisfaction.
- Work on multiple, simultaneous initiatives of which he/ she will apply applicable business and technical acumen.
- Analyzes system requests for changes and tests new functionality.
- Helps provide testing/quality control/quality assurance procedures and processes for software development projects and deployments from lower environments through upper environments such as stage and production.
- Ability to communicate with the developers, migrator team lead and database administrator on the sequence of the code to be migrated as well as any issues pertaining with the migration in process.
- Ability to work under pressure and able to respond positively even in adverse scenarios.
- Ability to maintain consistency across environments and perform configuration audits.
- Attends reviews.
- Strong technical background with AWS migrations; Oracle ADF, using PHP, Laravel, VueJS; Oracle to PostgresSQL migrations.
- Knowledge of fingerprint system and its modules, preferably Kofax TotalAgility (KTA) and HID ArcID Enrollment Fingerprint scanning solutions and scanners, previously known as Integrale, systems
Qualifications and Skills:
Education: Bachelor’s degree in a related field or more years of experience for lesser degree
Clearance: Public Trust
Certification:
- AWS Certified Solutions Architect - Associate
Experience:
- 10+ years of relevant experience
- Experience with fingerprint systems and modules
- AWS migrations
Salary Range: $125,000- $135,000
