Summary About the Position: This position is located at the 30th Medical Group, Vandenberg Air Force Base in California. This is a Direct Hire Solicitation Recruitment or relocation incentives MAY be authorized for highly qualified candidates. Student Loan repayment may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Non-Federal work experience may be creditable for leave purposes. Advanced in-hire may be authorized. Learn more about this agency Duties Collect bodily fluid and other specimen samples from patients, utilizing appropriate aseptic techniques. Instruct patients on proper procedures for before, during, and after sample collection. Obtain blood samples, ensuring proper tubes are used, correct amount is drawn, and samples are accurately labeled. Observe patient for any signs of adverse reactions after sample collection, taking appropriate emergency response measures to prevent injury and stabilize the patient. Train laboratory personnel and other staff members in phlebotomy and other specimen collection procedures. Order supplies to maintain appropriate stock levels. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. A Personnel Security Investigation is required. This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis. A pre-placement medical examination is required. Moderate to heavy lifting up to 20 pounds is required. This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing. Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS. This position requires the incumbent to have Tuberculosis Testing and/or record of Tuberculosis Testing. Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position. Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. General and/or Specialized Experience: Six months of general experience (1) in any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with laboratory tests and support AND six months of specialized experience which includes collecting blood and specimen samples from patients. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-03). OR Education and Training: Successful completion of (a) an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; OR (b) 1 year of education above the high school level that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of a full-time training course of approximately a year's duration in a medical or clinical laboratory assistant (or technician) school that included instruction in chemistry, hematology, blood banking, and microbiology (including serology) and that, in addition, included supervised laboratory practice incident to the diagnostic process and the treatment of patients; OR (c) 2 years of education above the high school level that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 60. Add the two percentages. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
