Summary The DoW CIO serves as Principal Staff Assistant (PSA) and advisor to the Secretary and Deputy Secretary of War for Information Technology (IT), including national security systems, and information resources management. The DOW CIO is also responsible for matters relating to, information and the DOW information environment. Incumbents typical work assignments may include the following: Leads ICAM policy and implementation by developing and executing enterprise-wide strategies for identity, credential, and access management aligned with DoW cybersecurity and financial system requirements. Directs financial systems modernization and audit readiness efforts, ensuring compliance with FISCAM, NIST, RMF, and other federal standards to achieve and sustain clean audit outcomes. Oversees enterprise IT governance and internal controls under OMB Circular A-123, including risk assessments, control testing, and remediation of financial system deficiencies. Drives data analytics and business intelligence initiatives to transform financial data into actionable insights, supporting decision-making, transparency, and resource optimization. Advises senior leadership on financial IT policy and compliance, providing strategic guidance, briefings, and recommendations to improve system integrity, auditability, and mission alignment. This position may require occasional travel away from your normal duty station for official business on military or commercial aircraft. Qualifications In order to qualify for this position, you must meet the requirements described below. Basic Requirement: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. You may qualify at the GS15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to 1) Developing and implementing IT and financial management policies, governance frameworks, and internal controls to support enterprise modernization and audit readiness. 2) Advising on Identity, Credential, and Access Management (ICAM), financial systems modernization, and IT compliance initiatives, and 3) Analyzing financial systems, audit, compliance or enterprise IT data and collaborating with senior leaders, program offices, and stakeholders to provide strategic recommendations, and support modernization efforts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
