Duties
This position is located at the United States Attorney's Office (USAO), Eastern District of Virginia, Alexandria Virginia. As an Information Technology Specialist (Litigation Support), the incumbent will join the Litigation Support (LS) Team to provide expert advice and assistance to Criminal and Civil Assistant United States Attorneys (AUSAs) and legal support staff on ways to apply and integrate technological capabilities throughout every aspect of the case investigation and litigation. Assignments encompass: Litigation Support Services, eDiscovery Support, LS Systems Administration, Systems Security, and Customer Support. As a Litigation Support Specialist, you will:
Serving as a district Litigation Support Specialist responsible for providing technical and analytical assistance involving Litigation Support in Information Technology (IT) specialty areas which support the information management needs of the United States Attorney's Office (USAO). The USAO environment includes personal computers, wide and local area networks, operating systems, case management systems and litigation support operations. Litigation Support administration responsibilities are considered complex in terms of the need to modify standard systems, to resolve hardware and software problems, and to adapt precedents or make significant departures from standardized approaches to meet requirements.
Providing direct customer support and training in use of legal IT software and hardware systems for staff.
Performing tasks associated with the organization, preservation, processing, production, delivery, and tracking of investigatory and litigation data in cases involving large volumes of documentary and/or digital evidence.

Qualifications
To be considered for this position, you must meet the requirements specified in the sections titled Basic Qualifications, and Specialized Experience. You must also address the Selective Placement Factor.
Basic Qualifications: You must have IT-related experience demonstrating each of the competencies listed below:
1. Attention to Detail - Performs testing, quality assurance, configuration, installation, maintenance of resources used for the transmission of information in data, voice and/or video format. Ensures systems availability, functionality, integrity, and efficiency.
2. Customer Service - Provides customer support services including installation, configuration, troubleshooting, customer assistance, and training in response to user requirements.
3. Oral Communication - Coordinates support services in response to customer needs. Develops standards and procures for applications and coordinates efforts with team members.
4. Problem Solving - Ensures the confidentiality, integrity, and availability of data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.
AND
Specialized Experience: One full year of specialized experience equivalent to the GS-11 level in Federal service. Qualifying experience involved ability to determine the most appropriate principles, practices and methods to apply in all phases of assignments, including the approach to be taken, degree of intensity, and depth of research in management advisories needed to complete automated litigation support requests. This would include knowledge of database creation and utilization (using programs such as Nuix, CloudNine Law, Relativity, and Everlaw); electronic data acquisition and processing; pre-trial and trial support, including courtroom presentation services (using programs such as OnCue).
Selective Placement Factor: A selective placement factor is determined to be essential for successful performance in this position. Those candidates who do not meet the following selective placement factor will be rated "not qualified" for the position.
Selectee must have demonstrated experience loading, processing, managing, and producing electronically stored information (ESI) in eDiscovery platforms.
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
