Duties
Provide leadership across all Programming, Planning, Budgeting and Execution (PPBE) phases by setting goals, directing program managers, and coordinating multi-appropriation programs that support DHA J-6 initiatives and external agency customers.
Develop and implement budget policy, guidance, and tools for ESA-BAD IT Program and Project Managers, evaluating program requirements, identifying resource shortfalls, and ensuring compliance with DoD acquisition and financial management regulations.
Conduct life-cycle cost estimates, producing Rough Order of Magnitudes w/ expert judgment, analogous, parametric, and bottoms-up methods, while maintaining and refining cost-estimation templates and formulas with engineering and capability partners.
Perform financial oversight and resource allocation, reviewing funding requests, validating justification and cost effectiveness, establishing funding priorities, and ensuring accurate program data within DHA financial systems.
Serve as a technical and financial advisor to senior leadership, preparing and delivering briefings on program status, resource issues, and financial risks to ESA-BAD leadership, PEO-MS/CIO J 6 executives, senior IT managers, and DoD officials.
Evaluate contractor performance and support acquisition by participating in reviews, assessing capabilities, recommending corrective actions, and serving as a Contractor Officer's Representative (COR) when assigned.
Manage IT resources, portfolios, and procurement activities for the ESA-BAD Division, overseeing life cycle cost estimating, POM planning, budget execution, and financial performance assessments for all assigned programs and projects.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
One year trial/probationary period may be required.
This position requires uncommon tours of duty hours such as, on-call, working either fixed or rotating shifts, evenings, weekends and/or holidays.
This position is subject to 10% TDY or business travel requirements to various locations. This may require travel via privately owned vehicles, commercial transport platforms, and/or military aircraft, ships, and vehicles.
Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports).
Upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
This position requires Information Technology Infrastructure Library (ITIL) Foundation certification within 24 months of hire.
Position requires certification at the level of Practitioner in the functional area of Program Management within 24 months of hire

Basic Requirement for IT SPECIALIST (PLCYPLN), GS-2210-14:
Specialized and Other Experience: Specialized experience is defined as experience performing financial and program management functions for complex IT programs, including: managing IT resources and procurement activities; developing and executing budgets across the PPBE cycle; conducting life-cycle cost estimates using multiple cost estimation methodologies; evaluating program requirements to determine resource impacts; and advising senior leadership on IT program financial performance, funding priorities, and acquisition considerations. This experience is typically gained at the GS-13 level.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
