Summary

Duties
You will serve as the naval staff officer within a mission oriented resource sponsorship to link between the using commands, systems/developing commands, and Office of the Chief of Naval Operations/Secretary of the Navy.
You will prepare and justify Navy positions on resource allocation within an assigned group of tasks.
You will perform as a recognized authority in the analysis and evaluation of Naval Aviation requirements.
You will review, analyze, and evaluate various plans, studies, trends, reports, legislation, capabilities, planning and policy directives, operational gaps, etc. to assess and determine the warfighting impact requirements have on Navy missions.
You will provide key expertise through the Budget development phase, and the Navy Programming, Planning, Budgeting, and Execution review, ensuring that the assigned program is fully understood.
You will coordinate with internal and external experts, decision-makers, program managers, and foreign military departments.
You will ensure procurement programs are properly forecasted, justified, and executable and that obligations are executed in accordance with current fiscal year plans.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
Males born after 12-31-59 must be registered for Selective Service.
You will be required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
You may be required to work overtime.
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector demonstrating expert knowledge of Naval Air-to-Air weapons portfolio. Experience may include examples of: experience performing strategic and detailed analysis to support the development, implementation, and oversight of resources needed to develop mid and long-range plans/projections for naval aviation aircraft weapons systems; Experience related to Naval Aviation weapons regarding capability integration and interoperability challenges, opportunities, and risks between programs relevant to Air Warfare portfolio; Knowledge of qualitive and quantitative analysis techniques to deliver balanced and sufficient budgets for weapons programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
There is no substitute of education for experience for this series at this grade level.

This position is covered by the Department of Defense Priority Placement Program.
Several vacancies may be filled.
This position is eligible for ad-hoc/situational telework at the discretion of management.
