Summary

Duties
You will serve as an IT Specialist in the Strategy and Plans Division (J65), Plans and Strategy Branch (J654).
You will provide oversight across higher level initiatives, capabilities, experiments, exercises, assessments pilots, and projects as directed.
You will be responsible for planning, directing, integrating, and executing all aspects of the assigned project(s)
within cost, schedule, performance, and/or system supportability requirements.
You will support the development of realistic and progressive capabilities for coalition partners in support of theater plans and exercises.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

You will be required to obtain and maintain an interim and/or final Top-Secret security with SCI clearance prior to entrance on duty.
Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
May be required to work other than normal duty hours, which includes evening, weekends, and holidays.
This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
This is a Cyberspace Workforce position, work role code (Cyber Policy and Strategy Planner) proficiency level (Basic)
The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
Qualifications
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Examples of specialized experience may include some of the following: 1) Managing and directing information technology and satellite communications systems and services to meet or exceed customer requirements; 2) Overseeing technology architectures and managing IT and satellite communication projects, contracts, and service providers; 3) Developing and incorporating IT and satellite communications services for joint and multinational operational and contingency plans; 4) Working with computer networking concepts, protocols, and network security methodologies and the ability to design and integrate hardware and software solutions across terrestrial and satellite domains.

There is no substitution of education for this position.
Additional information
This position is covered by the Department of Defense Priority Placement Program.
Relocation expenses (i.e. PCS) may be authorized in accordance with applicable travel regulations.
Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary.
Several vacancies may be filled.
A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
