Summary
This is a public notice flyer to notify interested applicants of anticipated vacancies through the Certain Personnel/Modified Direct Hiring Authority. Duties
You will collaborate with technical points of contact to ensure proper financial planning and lifecycle management is carried out for C4 and cyber systems.
You will Identify and consolidate unfunded requirements (UFR), collaborates with subject matter experts, presents directorate UFRs to the Information Resource Management Board (IRMB), and advocates for funding throughout the fiscal year.
You will participate in command and higher-level meetings to exchange information and requirements; prepare briefings; and draft responses for JS, OSD, and internal USINDOPACOM tasks.
You will have in-depth and comprehensive knowledge of the DOD’s Planning, Programming, Budgeting, and Execution (PPBE) process.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Duties may entail alternative duty schedules (including extended shifts (greater than 8 hours); nights, weekends, and/or holidays; being recalled for urgent situations; and/or overtime work in response to surge situations).
Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
This is a Cyberspace Workforce position, work role code (804), proficiency level (Intermediate) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1). Demonstrated experience in mid-level IT portfolio and investment management. This includes developing and implementing portfolio management strategies, defining objectives, performing cost-benefit analyses to optimize resource allocation, conducting risk assessments for large-scale IT initiatives within the federal environment, and establishing performance metrics to ensure accountability and alignment with strategic priorities, timelines and budgets. 2). Knowledge of federal and DoW contracting policies and acquisition regulations with demonstrated experience serving as an advisor for contract management, including developing acquisition strategies, preparing Statements of Work (SOW), and evaluating contractor proposals in accordance with the Federal Acquisition Regulation (FAR). 3). Experience leading the creation and implementation of IT policies and governance structures that align with organizational missions and long-term goals. 4). Knowledge of DoW IT and cybersecurity standards and directives with ability to provide expert guidance on IT governance, ensuring compliance with regulations and mission assurance requirements.
