Summary
About the Position: This position is located with the 1st Special Operations Medical Hurlburt Field, Air Force Base, Florida.
This is a Direct Hire Solicitation

Duties
Perform budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request.
Review organizational historical data and/or matches funding requests or projected costs of selected line items with past records to determine trends in spending and to forecast annual funding needs.
Monitor obligations incurred and expenditures of a budget with different types of funding.
Conduct research and analyzes trends in the use of funds and evaluates the effects of continuing changes in program plans and funding.
Interpret budgetary policies and regulations.
Conduct special studies of cost programs and funding requirements to ensure the availability of funds.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
This is a financial Level 2 Certified position designated as such in accordance with the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
Incumbent of this position is required to comply with all Department of Defense requirements of FMC02-FM Certification Level 2 certification program.
FMC02-FM Certification Level 2 certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
One year probationary period may be required.
This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Budget Analyst:
Specialized Experience: One year of specialized experience which includes developing and presenting organization budget plans and/or cost estimate analysis; monitoring obligations and/or expenditures of an annual budget transactions; and utilizing financial automated systems to create budget reports and/or statistical data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, Business Administration, Economics, or other related field.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest.
Direct Deposit of Pay is required.
This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
Recruitment or relocation incentives MAY be authorized for highly qualified candidates.
Salary includes applicable locality pay or Local Market Supplement.
