Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Notice of Result letters will not be sent to applicants who respond to this flyer. Duties You will be responsible for pre-award, post award, administration and closeout of a variety of contracts. You will negotiate settlements, recommend assessment of liquidated damages for nonperformance, prepare show cause or cure notices, prepare terminations for default or convenience and negotiate contract settlements. You will monitor contractor performance in relation to the completion schedule required by the contract, ensuring timely submission of receiving reports and take appropriate actions to expedite delivery or performance. You will plan the procurement action with customers, legal, and contracting. You will ensure appropriate funding and required waivers, certifications, approvals and compliances have been obtained for the purchase request. You will perform the development, justification, coordination, and completion of a large number and variety of procurement transactions from time of receipt, to award, administration, and close out. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position is eligible for ad-hoc/situational telework at the discretion of management. This is a bargaining unit position. Qualifications GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector: Providing contracting services in acquisition procedures, cost and price analysis, and regulations in the administration, negotiation, management and planning of contracts. GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector: Providing assistance in contracting services in acquisition procedures, cost and price analysis, and regulations in the administration, negotiation, management and planning of contracts. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: BASIC REQUIREMENTS: I have a Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR I am a current career or career-conditional employee of the Department of Defense who occupied an 1102 or contracting position with authority to award or administer contracts in excess of the Simplified Acquisition Threshold (SAT) in an Executive Department on or before September 30, 2000 OR I am a current active duty military member of the armed forces (other than Coast Guard) who occupied a contracting position or similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000 OR I am in the Contingency Contracting Force. In lieu of the specialized experience listed in the Qualifications section above, you may also meet minimum qualifications with the below education: GS-11 I have successfully completed a Ph.D. or equivalent doctoral degree OR I have successfully completed three full academic years of progressively higher level graduate education OR I have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
