Learn more about this agency Duties Join the National Institutes of Health as an IT Specialist (Systems Analysis) in a GS-11, GS-12, or GS-13 level position with a full performance level of GS-13, offering a clear career ladder for advancement. In this role, you'll deliver high-impact IT solutions that support biomedical research by translating user needs into technical systems, optimizing performance, and ensuring secure, compliant data practices while advising stakeholders on best approaches. Major Duties: Define, plan, and direct the analysis and development of complete computer systems of a highly complex nature. Plan and manage systems analysis, design, programming, testing, and installation of the proposed systems. Plan, coordinate, and perform systems design and development of major IT functional areas. Analyze the validation of IT needs and requirements, including data, access needs and security, to design and develop appropriate systems designs, access methods and information security controls. Perform needs analyses to define opportunities for new or improved business process solutions. Determine, within user requirements and system constraints, a design strategy, information flow, system structure and interface with other organizational systems. Plan, schedule, estimate, and monitor project progress and associated development and operational costs using project management and resource estimating techniques. Participate in complete system design, development, and implementation. Plan and direct the systems analysis, design, programming, testing, and installation of the proposed systems. Develop application systems design and systems requirements specifications for the implementation of major systems and their interaction with related systems which cross organizational lines. Perform needs analyses to define opportunities for new or improved business process solutions. Determine, within user requirements and system constraints, a design strategy, information flow, system structure and interface with other organizational systems. Conduct studies and tests for the purpose of evaluating the system, hardware, and software to ensure that the most efficient procedures, systems, methods, and equipment have been selected for the specific segment of operation. Based on study results, recommend new or enhanced approaches to delivering IT services. Plan, coordinate, and conduct the systems subject matter analysis and computer programming required to implement and maintain a major functional area. Qualifications For all IT positions, individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND, you qualify at the GS-11 level, if you meet one of the following qualification requirements: Completed a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, OR 3 full years of progressively higher level graduate education leading to such an equivalent doctoral degree; OR In order to qualify for an Information Technology Specialist to (Systems Analysis), GS-2210 position at the GS-11 level, you must have at least 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector performing the following types of tasks: 1.) performing computer systems analysis, programming, and procedure development; 2.) analyzing the impact of new or enhanced approaches to delivering IT services; 3.) conducting feasibility studies of proposed system changes; 4.) performing phases of an IT systems implementation project; 5.) advising management on project phases. AND, you qualify at the GS-12 level, if you meet the following qualification requirements: In order to qualify for an Information Technology Specialist (Systems Analysis), GS-2210 position at the GS-12 level, you must have at least 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector performing the following types of tasks: 1.) planning and directing the installation of proposed systems; 2.) evaluating the systems cost effectiveness and performance; 3.) developing application systems design and systems requirements specifications for implementation; 4.) providing technical direction to employees for the development of projects, and representing the organization in meetings with stakeholders. AND, you qualify at the GS-13 level, if you meet the following qualification requirements: In order to qualify for an Information Technology Specialist (Systems Analysis),GS-2210 position at the GS-13 level, you must have 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector performing the following types of tasks: 1.) planning and directing the installation of a highly specialized systems in a major IT functional area; 2.) translating management objectives/directives into systems requirements; 3.) managing a major IT implementation project process through all phases; 4.) assessing the feasibility of proposed systems; and 5.) collaborating with stakeholders to determine system adequacy. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
