Job Description

Summary NLM seeks candidates with experience in library & information science, conservation, digital library services, data management, reference services, and emerging information and AI technologies. Work varies by position and includes applying terminology and metadata standards, evaluating incoming content, innovating access to NLM and NIH databases, leading collection digitization, managing electronic resources, processing archival collections, and transforming data sets into standardized formats. Learn more about this agency Duties As a Technical Information Specialist, you will: Be technically responsible for the daily operations of one or more automated processing systems and any of the scheduled production jobs, batch processes or updates that are performed as part of the acquisitions and bibliographic control functions or maintenance of the holdings database. Apply knowledge of library operating procedures, online files and processing procedures, system analysis techniques and bibliographic control standards to the solution of technical processing problems to improve operating efficiency and/or to provide better management information. Review processes and make recommendations to senior management for modifications that improve the efficiency of operations and/or the quality of products. Prepare documentation for computer applications developed including user manuals, special instructions, and articles for publications describing files and processes. Serve as one of the principal liaisons to computer specialists and as a technical resource for cooperative efforts to integrate data with other library automation projects in the library. Review standards for machine-readable formats, electronic data exchange, representation of holdings data, etc., and makes recommendations related to practices and adherence to the appropriate national and international standards. Qualifications In order to qualify for a Technical Information Specialist, GS-1412 position, you must have: A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled; OR Four (4) years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience is equivalent to that which would have been gained through a 4-year college curriculum; OR A combination of education and experience as described above. In addition, in order to qualify for a Technical Information Specialist, GS-1412 position at the GS-09 level, you must have: Completed a master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related; OR One (1) year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Preparing literature review summary reports for team review; 2.) Organizing information using library applications/databases and reference tools such as cataloging and indexing systems; 3.) Researching scientific and technical publications, bibliographies, indexes, card catalogs, scientific journals, and reference books; and 4.) Assisting staff operating microcomputer software and hardware.; OR A combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. In addition, in order to qualify for a Technical Information Specialist, GS-1412 position at the GS-11 level, you must have: Completed a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree, if related; OR One (1) year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Preparing literature review summary reports for management review; 2.) Index technical, scientific, or historical articles to facilitate retrieval of information on specialized subjects. 3.) Generating idea to resolve technical library information system problems (e.g., missing data); and 4.) Developing training materials on the use of library information/microcomputer systems.; OR A combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. In addition, in order to qualify for a Technical Information Specialist, GS-1412 position at the GS-12 level, you must have: One (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Analyzing scientific or statistical data to prepare reports for management (e.g., literature reviews). 2.) Assigning indexing terms for journal articles. 3.) Resolving technical library information system problems (e.g., missing data). 4.) Facilitating training courses/workshops on the use of library information/microcomputer systems. and 5.) Proposing recommendations for senior management to improve library operations/information systems.
