Summary
This position is part of the Department of War (DoW), Missile Defense Agency (MDA). The incumbent will be responsible for leading and managing the operation and maintenance of administrative and test facilities, associated out buildings, structures, grounds, and parking lots including managing facility maintenance programs and services essential to maintaining a safe, healthy, and efficient environment.

Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.
As a Facility Operations Specialist at the NH-1640-3 broadband level, some of your typical work assignments may include:
Formulating internal facilities policies and procedures, managing daily operations, planning and directing the work of subordinate contractor personnel using available manpower, material, and budgetary resources.
Reviewing and assessing program costs, schedule, and contract/vendor performance as well as approves modifications to work orders or statement of works.
Serving as Contracting Officer's Representative (COR)/ACOR for maintenance support and facility contracts
Advising senior leadership on critical and highly visible field activity operation issues impacting local and enterprise-wide operations. Technical support and representation can be via presentations, serving as adviser on conference panels, or meeting venues.
Providing direct support to the Field Activity Manager and serving as adviser for all functions of the field activity, including facilities, logistics, customer support services (customer contact center, mailroom, housekeeping, recycling, transportation, supply chain management/supply store, and space management).

Qualifications
You may qualify at the NH-03 Broadband Level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below and must meet 2 of the 3 specialized experience listed below to be qualified:
Providing, sustaining, and operating MDA assets in a cost effective manner by using Standard Operating Procedures and field activity development of metrics in order to represent and advocate agency requirements and interests of the field activity to other organizations within the agency and tenant Commands .
Defining, establishing, and directing organizational focus in order to identify and resolve problems within and outside organizational boundaries; recommending solutions; expressing facts and ideas orally and in writing in a professional and constructive manner informing and clarifying issues and negotiating, persuading, and influencing agency officials.
Relating acquisition technical policies, guidance, and reports through systems designs, specifications, and maintenance requirements.

B. Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
