Duties
As a PROGRAM ANALYST at the GS-0343-12/13 some of your typical work assignments may include:
Supports the development and execution of the Department Budget. Conducts analysis in support of the development of the Annual and Five Year Spend Plans and integrates requirements into the Department's annual Program Objective Memorandum (POM).
Advises Agency management on individual test and assessment costs, and works directly with Division Chiefs and Program Managers to support planning and execution of Division, program, and project funds.
Compiles program requirements and develops program and budget estimates; monitors and tracks funding to ensure funds are properly allocated and expended in a timely and effective manner. Analyzes trends in spending and progress toward budgetary objectives.
Independently oversees preparation of acquisitions ensuring timely preparation of all required documentation and schedules.
Serves as Contracting Officer Representative for multi-million-dollar contracts supporting test and assessment requirements. Monitors performance, acceptance, and invoicing.
Prepares Statements of Work (SOWs), Requests for Proposal (RFPs), and PR packages for efforts requiring contract expertise and activities.
Develops acquisition strategies, justifications, and evaluation criteria for contracting efforts.

Financial Disclosure: Must submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment IAW DoD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993.
Telework Eligibility: This position may be eligible for limited, situational telework subject to supervisory approval and not to exceed current Agency guidelines. This position is not eligible for remote telework.
Must be able to obtain and maintain a TS/SCI Security Clearance.
Subject to pre-employment drug testing and periodic random testing thereafter
May be recalled to duty 24-hours a day during other than normal duty hours to include evenings, weekends, and holidays; may be required to work other than normal duty hours, which may include evenings, weekends, and holidays.
Overtime/compensatory time may be required.
Travel in the performance of temporary assignments may be required up to 50% of duty time per year (CONUS/OCONUS), and travel may be required to include weekend travel, weekend layovers during travel, and long hours while in travel status.
The employee must be willing to comply with each Combatant Command (COCOM) travel medical requirement to include vaccinations.
Must maintain a valid passport.
This is an Acquisition Workforce position in Program Management Functional Area, Practitioner tier. The must become certified in the Practitioner tier within 5 years, and required to complete 40 continuous learning points (CLPs) annually.
Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:
Experience applying a wide range of qualitative and quantitative methods for the assessment and improvement of program management processes and systems;
Experience researching, interpreting, and applying administrative laws, policies, regulations, and precedents applicable to DoD acquisitions, Economy Act and Interagency Acquisitions, and government contracts;
Demonstrated experience with project management to support management of test/assessment programs/projects financial planning and acquisition;
Experience with managing schedules and developing detailed plans for the long-range implementation and administration of the program;
Experience managing and planning federal budgets. Familiarity with planning budgets to meet OSD obligation and expenditure rates, and;
Ability and skill in designing and conducting management studies.

One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of program management processes and systems;
Expert knowledge of the range of administrative laws, policies, regulations, and precedents applicable to DoD acquisitions, Economy Act and Interagency Acquisitions, and government contracts;
Expert knowledge of project management to support management of test/assessment programs/projects financial planning and acquisition. Must be able to manage schedule to develop detailed plans for the long-range implementation and administration of the program;
Demonstrated experience managing and planning federal budgets. Knowledge and experience planning budgets to meet OSD obligation and expenditure rates;
Ability and skill in designing and conducting comprehensive management studies, and preparing solutions to especially broad, important, and severe management problems in order to analyze issues of effectiveness and efficiency, and;
Ability and skill in planning, organizing, and directing team study work, and effectively conducting critical negotiations with Agency senior level management, outside agency senior level management, and representatives of NATO countries in order to influence others to accept and implement findings and recommendations.

You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
