Summary This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated August 12,2024. This position is part of the Defense Threat Reduction Agency. Learn more about this agency Duties As a SUPERVISORY PROGRAM ANALYST at the GS-0343-14 some of your typical work assignments may include: Directs the Test and Assessment Department's Integration Division. Provides overall leadership, guidance, and management within the division; first line supervisor for civilian and military personnel. Develops the department budget and ensures proper execution of the budget. Coordinates and consolidates departmental budget inputs and develops and prepares the narrative data for the Agency's O&M and RDT&E budgets, the Agency's Program Objective Memorandum (POM), and other documents and exhibits. Provides supervision and advice to Contracting Officer Representatives (CORs) and DTRA Program Managers Oversees and reviews development of estimates, planning statistics, recommendations, and other information needed to meet department, directorate, and Agency objectives. Establishes multi-year long-range plans and schedules; oversees the revision of long-range plans, goals, and objectives. Telework Eligibility: This position may be eligible for limited, situational telework subject to supervisory approval and not to exceed current Agency guidelines. This position is not eligible for remote telework. Must either have or be capable of obtaining and maintaining a Top Secret Sensitive Compartmented Information (TS/SCI) clearance. Subject to pre-employment drug testing and random testing thereafter. Required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Recall to duty may be a requirement of this position. Work may require travel 20% CONUS/OCONUS. The employee must be willing to comply with each Combatant Command (COCOM) travel medical requirement to include vaccinations. May be required to travel on military and commercial aircraft. Must maintain a valid passport. Must be willing to work under situational pressure and constantly changing requirements. This is an Acquisition Workforce position in Program Management Functional Area, Practitioner tier. The incumbent will be required to become certified in the Practitioner tier within 5 years. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years. Qualifications You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Experience serving as the senior programming and planning cost estimate advisor and analyst concerning multiple programs across a broad range of activities. Experience identifying complex emerging operational requirements, analyzing impact on assigned programs, and developing recommendations to prioritize resource requirements for acquisition programs. Experience developing Statement of Objectives (SOO), Award Fee Plan, Contract Deliverables Requirements List (CDRL), Sole Source Justifications, Simplified Acquisition Procurement (SAP) and government cost estimates for submission to the contracting officer. Experience coordinating and consolidating departmental budget inputs, to include developing narrative data for O&M and RDT&E budgets, Program Objective Memorandum (POM), and other documents and exhibits as required. Experience developing and implementing near- and long-term goals for personnel supervised, and delegating work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
