Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Position is responsible for the maintenance and repair of the natural gas distribution systems on Ft. Leavenworth. Perform pipeline construction and maintenance work utilizing various hand and/or power tool and equipment also serves as journeyman electrician.

Duties
Maintain and operate the natural gas distribution system to include high pressure regulators, meters, valves and distribution system piping network.
Maintain meter, and perform diagnostic tests to calibrate readings, pressures, flow and reset errors
Monitor the measurement of odorant injected into the distribution system.
Respond to emergency calls of gas smell, determine the cause and evacuates the area when required.
Perform pipeline construction and maintenance work utilizing various hand and/or power tools and equipment.
Install, maintain and repair exterior electrical wiring systems, lighting systems, distribution panels and outlet boxes.
Operate man lifts, bucket trucks, backhoes, and dump trucks.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
This position is subject to emergency recall 24 hours a day, 7 days a week to perform emergency repairs during off duty hours.
Incumbent is required to stand, stoop, bend, kneel, climb and work in tiring uncomfortable positions and where parts of the system are in hard to reach places.
Works inside and outside in all types of weather. The work is usually dirty, dusty and greasy. Exposed to mud, water and gas fumes and electrical hazards.
Must use Personal Protective Equipment to safely perform all duties.
This position has a requirement to lift up to 75 lbs. in the regular performance of duties.
Incumbent must obtain and maintain certification in Electro fusing, side saddle and taps.
Incumbent must complete training on fire extinguishers, proper respiration fresh air equipment, confined spaces and CPR.
The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License.
This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission

You will receive credit for all qualifying experience, including volunteer experience.
There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Utility Systems Repairer-Operator ~ without more than normal supervision. -To meet the screen out element, applicants should document experience or show the ability to do the following: Reading utility maps and using locating equipment to locate and isolate natural gas distribution systems piping and equipment. Using fusing equipment to make repairs to natural gas lines and equipment. Operating odorant injection station equipment. Using voltage detection meters to troubleshoot and isolate electrical circuits and make repairs. Using heavy equipment and hand tools to excavate natural gas piping, risers and valves. Operating man lifts and bucket trucks to reach elevated systems. - Failure to meet this Screen Out Element will result in an ineligible rating.
Physical Effort - Required to stand, stoop, bend, kneel, climb and work in tiring uncomfortable positions and where parts of the system are in hard to reach places. Frequently lifts and carries items that weigh up to 75 pounds and occasionally handle heavier items. Work is frequently performed in excavated ditches.
Working Conditions - Works inside and outside in all types of weather. The work is usually dirty, dusty and greasy. Exposed to mud, water and gas fumes and electrical hazards. Uses all provided Personal Protective Equipment to safely perform all duties.

Additional information
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Salary includes applicable locality pay or Local Market Supplement.
Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.

Student loan repayment MAY be authorized.
Salary negotiations for candidates new to Federal service MAY be authorized.
Credit for prior non-Federal experience and certain military service for leave accrual rates MAY be authorized.
