Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the Department of Defense workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as an Electrical Industrial Controls Mechanic at the Directorate of Public Works, Operations and Maintenance Division, HVAC Branch in Fort Leavenworth, Kansas. Learn more about this agency Duties Perform services on the Utilities Monitoring and Controls System (UMCS) for monitoring and controlling HVAC, fire/life, safety, security, energy, and utility systems in a variety of facilities. Conduct scheduled maintenance and troubleshooting tasks such as tightening contacts and connections, replacing fuses, resistors, and analog boards as needed. Use a line analyzer to measure voltage settings on analog boards; use a decade box (resistance simulator) to check sensors and calibrate analog boards; and use a digital VOM fluke to adjust voltage within 1/10,0000th of a volt on analog boards. Operate hand-held H2T test simulator or laptop computer on Field Processing Units to bypass keyboard controls while in field to adjust or alter set points. Enter facility schematics of system locations which provide a graphic representation for identifying a problem source. Use mnemonic codes for calling up field data points and enter values and status elements that establish the parameters or command the UMCS to monitor each field data point. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent must possess and maintain a valid state driver’s license. Loss of license may result in removal from the position. This position has a lifting requirement of up to 50 pounds. This position requires a pre-employment physical and annually thereafter. Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights. This position is designated Mission Essential. In the event of severe weather conditions or other such emergency type situation, natural or manmade disaster, the incumbent is required to report to work or remain at work to support mission operations. This position is subject to on-call and may be required to report to work during off duty hours, to include weekends and holidays, for emergency repairs. Qualifications Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Electronic Industrial Controls Mechanic ~ without more than normal supervision. Troubleshoot, install, repair and maintain commercial or industrial heating, ventilation and air conditioning (HVAC) control systems and energy monitoring and control systems. Apply a comprehensive principle of electrical control theory to repair, maintain and service a variety of complete electrical and electronic systems with mechanical, hydraulic and/or pneumatic subsystems and equipment and electronic controls. Interpret electronic, electrical, and mechanical drawings, specifications, and schematics of complete control systems. Independently perform specific procedures and techniques to repair and replace a variety of electronic system parts and components either remotely or on site. Operate laptop computers, interface devices, and handheld microprocessors to monitor programs trend data, modify, schedule, reset, and analyze problems for variable frequency drive motors and air quality sensors. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Efforts: Employee handles and carries tools, equipment, and test equipment weighing 50 pounds or less and is required to stoop, stretch, bend, kneel, and work in uncomfortable positions to reach parts of the system when modifying and adjusting sensors. Working Conditions: Work is primarily performed inside but the employee may occasionally be required to work outside and in drafty attic spaces and cramped areas with low overheads or sudden temperature changes during maintenance or troubleshooting EMCS. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -no substitution of education for experience is permitted.
