Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE Real Estate Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a Realty Specialist, GS-1170-09/11 position with USACE, Fort Worth District. Real Estate Division.
This is a permanent position that may be filled at any of the following duty Locations: Fort Worth, TX or Louisville, KY.

Duties
Represent the District in the acquisition of real property and real property interests for both civil and military projects.
Responsible for receiving, planning, organizing, and accomplishing assignments in the acquisition of real property and interests in real property.
Negotiate with individuals, corporate and governmental entity representatives in complex situations involving the acquisition of real estate or real estate interests.
Acquire and evaluate data from various sources to determine the interest to be acquired, the owner/owners, owner's agent and tenants, and the value of the interest to be acquired.
Plan, organize, administer and acquire by lease the requirements of the U.S. Armed Forces Recruiting Facilities Program IAW the General Services Administration delegation of 14 January 1985 and ER 405-1-12.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Duties necessitate the willingness and ability to travel by any appropriate means and at any time deemed necessary. Responsible for observing all safety rules, regulations, and directives applicable to the work assignments.
One year trial/probationary period may be required.
This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. This position may be filled at the GS-09 or GS-11 grade level. If filled below the full performance level, promotion potential is to the GS-11. Promotion is at management's discretion.
Specialized Experience for the GS-09: One year of specialized experience which includes: 1) Analyzing acquisition and leasing projects to determine real estate requirements; AND 2) Preparing various required real estate instruments and reports involving the acquisition of real estate and real property interests. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience for the GS-11: One year of specialized experience which includes 2 out of 3 of the following: 1) Coordinating the purchase or leasing of real estate interests for military or civil works projects; AND 2) Negotiating with property owners involving the acquisition of real estate interests for military or civil works projects; AND 3) Establishing fair market value for real estate interests to be acquired for military or civil works projects.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
