Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position serves as a Fire Protection Specialist, GS-0081-10, with responsibility for performing phases of the total fire protection and prevention program. It is located in Boeblingen, Stuttgart, Germany on Panzer Kaserne base. Learn more about this agency Duties Serve as Assistant Chief for Training that is responsible for developing and managing a comprehensive training program of a sufficient magnitude for all functional areas of the base Fire Protection Office. Serve as the training coordinator and instructor for the fire department training office. Serve as the on-site Safety Officer when live-fire training or major drills/exercises are conducted and has the authority to discontinue or suspend operations until the hazards or procedures are eliminated. Maintain a high-level competent knowledge of firefighting, rescue, hazardous material and instruction techniques. Assign work of other staff member who administer training programs activities. Evaluate the comprehensive fire protection training, safety and hazardous material programs. Requirements Conditions of employment One year trial/probationary period may be required. Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent to use personal protective equipment provided by the employer. This position has a requirement to lift up to 100 pounds in the regular performance of duties. Duties of this position entail alternative duty schedules (extended shifts exceeding 12 hours; nights, weekends, or holidays, etc.) This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis. This position requires the incumbent to work 72 firefighter hours. This position is subject to immunization screening to ensure initial and updated immunizations for the duration of employment. This position requires the completion of a pre-employment Physical Examination to ensure the required level of physical health and ability or fitness to perform the duties of the position. Must be able to obtain and maintain a Secret security clearance. This position are subject to a pre-employment screening and random testing thereafter (e.g., testing based on reasonable suspicion, testing due to direct involvement with an on-duty accident). Position is designated as Emergency Essential: Must sign a statement of understanding to perform the duties of this position in the event of a crisis until relieved by proper authority. Prior to appointment to this position, must sign a statement documenting your consent to be immunized with the complete vaccination series and subsequent annual boosters. Member of Ready Reserve must be released from reserve status to go into emergency essential positions. This position requires obtaining and maintaining the following certifications within 24 months: Fire Officer III, Fire Instructor II, and Fire Inspector II. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes least 3 of the following: 1) Determining the training needs of department personnel; 2) Developing training plans, course outlines, visual aids, evaluation tools, and/or training schedules; 3) Preparing annual budget requests, procurement submissions, and/or providing contract oversight; OR 4) Maintaining knowledge of laws, regulations, policies, and trends related to the fire service industry. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional information Direct deposit of pay is required. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
