Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The IT Specialist (Policy and Planning), GS-2210-13, serves as a Cyberspace Operations Planner, Cyberspace Operations Division (CyOD / J311) in the J3 Operations Directorate, Headquarters United States European Command. Learn more about this agency Duties Analyze and execute functional efforts for manning, training, equipping, and facilities of European Command DOD Information Network (EUCOM DODIN) and Defensive Cyberspace Operations (DCO) Internal Network Defense (IDM) capabilities. Plan, coordinate, facilitate, and conduct Cyberspace operations staffing functions across the European Command (EUCOM) staff in accordance with guidance received from the Commander and Director J3. Influence current and emerging Cyberspace operational and intelligence doctrine, policy, capabilities, tactics, techniques and procedures (TTP). Provide technical expertise on Cyberspace Operations program issues and policies to the Cyberspace Operations Division and other external organizations as directed/requested. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with eligibility for access to Special Compartmentalized Information (SCI) for the duration of employment. This position is subject to pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident. This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. This position entails alternative duty schedules, including extended shifts (over 12 hours), nights, weekends, US/German holidays, urgent recalls, and overtime without notice in response to time-sensitive or surge situations. This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis. This position requires the incumbent to work on an intermittent or unscheduled, on-call basis. This position is designated Mission Essential per DODI 3020.42 require the incumbent to report to or remain at work during severe weather or other natural or man-made emergencies to ensure mission operations continue. The incumbent must be able to obtain and maintain all required certifications assigned at the advance proficiency level for cyber workforce 332. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-12: One year of specialized experience which includes: 1) Assisting in managing cyberspace operations in support of established operations and plans; AND 2) Conducting Cyberspace Operations research to assist in providing solutions and recommendations; AND experience demonstrating each of the four competencies below. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized Experience GS-13: One year of specialized experience which includes: 1) Managing cyberspace operations in support of established operations and plans; AND 2) Performing Cyberspace Operations research to provide solutions and recommendations; AND experience demonstrating each of the four competencies below. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). IT-related experience demonstrating each of the four competencies: 1. Attention to Detail- Complete thorough and accurate work independently, even in the most difficult or stressful situations. Occasionally review work completed by others. 2. Customer Service - Resolve routine and non-routine problems, questions, or complaints. Develop and maintain strong, mutually supportive working relationships with customers. Conduct evaluation of support to determine quality of services and customer satisfaction, and recommend procedural changes based on customer need or changes in policy and/or regulation. 3. Oral - Convincingly convey complex information to customers. Present thoughts that are well- organized and demonstrate confidence in the facts and ideas. Adjust style when working with individuals with different levels of understanding; use various methods to explain and convey information. 4. Problem Solving - Solve complex or sensitive problems by developing and proposing strategic alternatives. Identify possible conflicts and shared benefits. team anticipate problems and identify and evaluate potential sources of information; provide feedback and coaching to others to help solve problems. Engage appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs. Evaluate the effectiveness of decisions and adjust future decisions as appropriate. The following experience is preferred: 3 years of experience in cyberspace operations. The following certifications are highly desired: Technical certifications such as Cisco Certified Internetworking Professional (CCIE),Certified Information Systems Security Professional (CISSP), Security+, and Certified Ethical Hacker(CEH). Completion of Joint Cyber Operations Planners Course or Service Cyber Planners Course, Joint Network Attack Course (JNAC), Joint Cyber Analysis Course (JCAC), or Joint Advanced Cyber Warfare Course (JACWC). GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). GS-13 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional information This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. Locality pay does not apply in the overseas area. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
