Learn more about this agency Duties Serves as the principal functional subject matter expert (SME) for the DLA Real Property (RP) program as it is managed within the Systems Application Process (SAP) S/4HANA environment. Serves as a liaison between RP program stakeholders and IT teams, translating business needs into functional specifications to ensure the system supports strategic program goals and the agency’s ability to manage facilities and infrastructure assets. Analyzes complex business process issues and data anomalies within the SAP environment to identify root causes and serves as the primary functional expert, translating program needs and resolutions into clear requirements for technical support teams. Leads and participates in business standardization initiatives and identifies opportunities for continuous improvement in RP systems and processes Develops and gathers contract requirements, administers service contracts, and establishes and oversees Quality Control/Quality Assessment (QC/QA) processes. See https://www.tsa.gov/real-id for more information. Qualifications To qualify for a Management & Program Analyst (Real Property) your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Leading enterprise-level analysis of complex SAP S/4HANA business processes to identify systemic deficiencies, resolve critical functional issues, and develop recommendations that enhance program performance and asset management capabilities. Applying expert knowledge of SAP functional modules to evaluate business operations, diagnose process gaps, and translate findings into actionable improvements that strengthen organizational effectiveness. Conducting studies require comprehensive knowledge of administrative laws, policies, and regulations across multiple functional areas-including Military Construction, Real Property, and Equipment Management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To be found well qualified, ICTAP candidates must demonstrate experience including: mastery of management and program analysis techniques to resolve issues of critical importance within the complex, enterprise-wide SAP S/4HANA system; In-depth knowledge of the functional capabilities of SAP modules to effectively analyze business processes, identify program deficiencies, and develop recommendations for improvement; Applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex management processes and systems; Planning, organizing, and leading cross-functional teams, developing and marketing innovative solutions to systemic problems where established techniques are often insufficient.
