Duties
You will champion the transition to a data-centric enterprise, ensuring alignment with the Modern Service Delivery principle to "Emit Smart Data" and separate data from logic to fuel analytics and AI.
You will use Weighted Shortest Job First (WSJF) to prioritize high-value analytics deliverables that enable senior leadership to make better decisions at the speed of relevance.
You will focus on deliverables that enhance Operational Resiliency (through predictive analytics) and Adaptability (by reducing the time required to generate actionable insights).
You will collaborate to balance the demand for rapid visualizations (the "what") with the need for robust, scalable data engineering and governance pipelines (the "how").
You will ensure teams are building reusable data objects and APIs rather than one-off reports, adhering to the "Automate Everything" and "Built to Watch Itself" principles of modern service delivery.
You will validate requirements for decision-support tools and ensure the ART delivers trusted, authoritative data to support the "Decide" pillar of the mission.
You will collaborate with Business Planning and the Solution Manager to manage the DAV spend plan, ensuring efficient allocation of resources for data platform tooling, cloud consumption, and AI/ML licensing.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level.
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Defining and executing a strategic roadmap for transitioning to a data-centric enterprise; managing the Data & AI Solution Backlog and driving mission outcomes through improved analytics, operational resiliency, and actionable insights; and ensuring the successful delivery of data-driven capabilities like the Central Data Exchange (CDX), Azure Data Fabric, and AI/ML solutions.

THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.
The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.
This position is covered by the Department of Defense Priority Placement Program.

The Data Analytics and Visualization (DAV) Agile Release Train (ART) Product Manager (PdM) has programmatic responsibility for the Navy's enterprise roadmap for the weaponization of data to drive decision advantage, including the data fabrics, tooling, reporting, and AI, to include Central Data Exchange (CDX), Azure Data Fabric, PowerBI, Co-Pilot, and other AI/ML solutions. The DAV ART PdM reports to the Digital Express Solution Train Manager and then to the Naval Enterprise Networks (NEN) Director, is responsible for defining/prioritizing the product backlog, creating a dynamic product roadmap, and measuring value delivery to customers. The PdM, who focuses on the "What", works with the System Architect (the "How") and the Release Train Engineer (the "How Well") to ensure the success of the ART.
A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
