Summary This position is located in the Department of Education's, Federal Student Aid (FSA) Division in Washington, DC. The FSA Division is responsible for awarding billions of dollars in federal student aid funds. Administering key financial assistance programs, providing grants, loans, and other forms of financial aid to students pursuing postsecondary. Learn more about this agency Duties APPLICATION LIMIT: This vacancy announcement is limited to the first 200 applications received and will close at 11:59PM Eastern Time on the day that we receive the 200th application, or at 11:59PM Eastern Time on the listed closing date, whichever occurs first.  We encourage you to read this entire vacancy announcement prior to submitting your application.As a Digital Communications Project Specialist, GS-1001-13, you will be responsible for:• Manage and coordinate high-impact multichannel communication initiatives reaching 20M+ customers using the following channels (not limited to this list): email, SMS, social media, web content, blogs, videos, and digital events.  • Use Title IV (federal student aid) program knowledge to provide strategic input and guidance on student and borrower communication strategies.• Create and maintain digital communication project planning documents that help teams achieve their communication objectives including but not limited to detailed communication project plans, communication schedules, communication prioritization boards, and communication task lists.   • Manage the deliverable review process for multiple communication channels including but not limited to email, SMS, web content, and social media content; and send content through multiple levels of approval with the goal of getting final deliverable approval.• Create and edit digital communication deliverables such as web content, email content, social media content, and PowerPoint presentations. Qualifications Minimum Qualification Requirements You may meet the minimum qualifications for the GS-13, if you possess the specialized experience below.Specialized Experience for the GS-13:One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) following duties or work assignments:1. Experience using extensive student aid/loan programs knowledge to provide strategic guidance on student and borrower digital communications strategies.2. Experience managing multichannel digital communications initiatives related to student aid/loan programs reaching a high volume of customers (20 million+ people) using at a minimum the following channels: email, SMS, social media, web content, blogs, videos, and digital events.3. Experience creating and maintaining digital communications project planning documents including detailed communications project plans, communications schedules, communications prioritization boards, and communications task lists.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Ability to manage multichannel communication initiatives reaching a high volume of customers (20M+) through email, SMS, social media, web content, blogs, videos, and digital events.2. Skill in providing strategic input and guidance on student and borrower communication strategies for student aid programs.3. Skill in creating digital communication project management documents (e.g., detailed communication project plans, communication schedules, communication prioritization boards, and communication task lists).4. Ability to manage complex digital communication deliverable reviews and approval processes including executive leadership review and approval.5. Knowledge to write, edit, and optimize digital communications for communications campaigns and deliverables.
