Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Chantilly, VA.. Duties Serve as a United States Cyber Command (USCYBERCOM) Critical Infrastructure Sector Liaison Officer (CISLO) to a USG partner agency. Maintain professional working relationships throughout the Command and partner agencies ensuring Command leadership’s access to partner leaders and subject matter experts (SME). Provide authoritative information on interpretation of regulations and high-level policy directives, which are inherently inadequate to specifically address the highly complex and controversial issues encountered in cyberspace program planning. Work with Command and partner agency counterparts to identify and implement processes to support the partner in its mission to protect critical infrastructure. Apply expertise in the Joint Planning Process (JPP) to facilitate development, negotiation and internal staffing of operational planning between the Command and the partner. Assist partner agency leaders with course of action (COA) development and selection related to a variety of critical cybersecurity threats. Report the extent to which the objectives of interagency policy, strategic planning, resource allocation, and program activities are being achieved, and make recommendations to improve responsiveness and operational effectiveness. Assess partner cyber force capabilities, authorities, and priorities in the context of USCYBERCOM Commander priorities and objectives. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Three year trial/probationary period may be required. The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam. This is a Drug Testing Designated Position covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required, and periodically thereafter. The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime. Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time. The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1. The employee must obtain and maintain training requirements in accordance with DoDM 8140.03 and supplemental Army guidance Qualifications CYBER EXCEPTED SERVICE POSITIONS ARE NOT SUBJECT TO THE TWO-PAGE RESUME LIMIT. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) contributing to operational planning and collaboration with external partners to protect critical infrastructure; 2) developing and providing recommendations for integration of cyberspace operations to ensure mission operations; 3) providing authoritative interpretations of regulations and high-level policy directives. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional information If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. Direct Deposit of Pay is required. Must be able to obtain and maintain a Top Secret SCI security clearance.
