Summary
Serves as Principal Staff Assistant (PSA) and advisor to the Secretary and Deputy Secretary of War for Information Technology (IT), including national security systems, and information resources management. The DOW CIO is also responsible for matters relating to IT, information and records, and information environment including command and control, communications, electromagnetic spectrum, network operations, cybersecurity , and positioning, navigation, and timing.

Duties
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. For more information on the Cyber Excepted Service Personnel System, click here
If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
Incumbents typical work assignments may include the following:
Manages the Cyber Workforce Framework including development, updates, and maintenance of work roles and associated KSATs to support proficiency standards.
Conducts workforce analysis and research to determine the need for new or revised cyber work roles using policy, technical publications, and stakeholder input.
Collaborates with senior leaders and SMEs across DoW, U.S. Cyber Command, and Services to align workforce requirements with mission needs.
Develops and refines cyber workforce policy and planning initiatives to address capability gaps and align with emerging technologies and threats.
Evaluates and improves workforce capabilities by validating KSATs, identifying deficiencies, and implementing enhancements based on feedback and performance outcomes.

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.
The incumbent must be able to obtain and maintain a Top-Secret security clearance with SCI. A Special Background Investigation (SBI) is required with favorable adjudication by a determining authority.
This position may require occasional travel away from your normal duty station for official business on military or commercial aircraft.

Qualifications
In order to qualify for this position, you must meet the requirements described below.
Basic Requirement:

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
You may qualify at the GS/GG -14 level, if you fulfill the following qualification requirement:
One year of qualifying experience equivalent to the next lower grade level (GG/GS-13) in the Federal service that demonstrates the ability to: 1) Manage and implement cyber workforce programs and initiatives; develop, validate, and refine cyber work roles and associated knowledge, skills, abilities, and tasks (KSATs) and proficiency standards; 2) Analyze cyber workforce requirements, policies, and emerging mission needs to identify capability gaps and recommend solutions; and 3) Coordinate with senior leaders, functional communities, and subject matter experts to develop tools, training, communications, briefings, and reports that support cyber workforce implementation and inform strategic decision-making.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. This "certification" must include your rank, dates of active duty service, type of discharge and character of service (i.e. honorable), and date any terminal leave will begin. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible". Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.

Probationary Periods: New appointees in CES may be required to serve a 3 year probationary period.
