Duties
You will direct an organization's Emergency Operations Center (EOC) during emergency management exercises, actual disasters, or incidents.
You will oversee an emergency management program to ensure work is completed in accordance with program requirements.
You will develop and implement emergency management training, exercises, and evaluations to promote mission readiness.
You will coordinate emergency management command and control functions to maintain effective operations of an Emergency Operations Center (EOC).
You will evaluate emergency operations plans to determine the need to reallocate resources.
You will maintain an inventory to deploy resources in support of emergency management response and recovery operations.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
May be required to obtain a VISA dependent on the overseas country's laws/regulations.
Must be able to obtain and maintain a U.S. Passport.
If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

You will be required to obtain and maintain a current valid United States driver’s license.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
This position is designated as mission critical in accordance with CNIC 3440.14.
May be directed or required to receive annual or pandemic influenza vaccine.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1. Creating an emergency management plan in accordance with federal, state, local, and command rules and regulations;
2. Developing policies and procedures in response to emergencies (i.e. chemical, biological, radiological, nuclear, fire, natural disasters);
3. Maintaining an emergency operations center (i.e. maintaining equipment, developing budget submissions; implementing training, etc.);
4. Analyzing emergency management incidents and responses to determine appropriate responses and/or areas for improvement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
Applicants that do not meet the specialized experience as described above may qualify with the following education:
Successfully completed a master's or equivalent graduate degree.
OR
Successfully completed two full years of progressively higher graduate level education leading to a master's degree.
OR

OR
Have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

This position is covered by the Department of Defense Priority Placement Program.
Several vacancies may be filled.
Tour of duty will be 12 months unaccompanied, 24-months accompanied.
Certain incentives (such as Recruitment, Relocation) may be authorized to eligible selectees.
