Summary About the Position: This position is located in Alexandria, Virginia. Duties Develop and coordinate policy and guidance for all aspects of the DoWEA Facility Sustainment, Restoration, and Modernization (FSRM) program. Develop and validate a multi-year integrated priority list of FSRM projects. Develop and execute annual budget of FSRM and other assigned Operation and Maintenance funded facility services. Manage and provide strategic oversight of facility operations programs such as Custodial Services, Grounds Maintenance, Utilities, Energy Management, Asbestos Management, Real Property, and Facility Condition Assessments. Perform a full range of first-level supervisory responsibilities for a headquarters team of facility professionals Requirements Conditions of employment Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement. Proof of U.S. Citizenship required. Direct deposit of pay is required. One year trial or probationary period may be required. Appointment subject to a suitability/fitness determination, as determined by a background investigation. One year supervisory probation period may be required. This position requires a Tier 1 (T1) investigation Qualifications Who May Apply: U.S. Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience: One year of specialized experience which includes prioritize a large list of building construction, maintenance, and repair projects at facilities located throughout multiple geographic areas in the United States or overseas; Perform Planning, Programming, Budgeting, and Execution of funds for facility sustainment, restoration, and modernization of a large inventory of administrative, educational, medical, and/or other facilities; communicate orally and in writing with professionals of varying backgrounds and functions at all levels of an organization and with external organizations by preparing and delivering reports and presentations; Manage multiple facility operations programs such as the following examples: Operations and Maintenance, Real Property, Facility Condition Assessment, Asbestos Management, and Custodial Services; Develop and implement policy and guidance to establish standards for facility operations and support services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
