Job Description

Summary The Office of Inspector General (OIG) is an independent office within the Department of Agriculture whose mission is to ensure economy, efficiency, and integrity in the U.S. Department of Agriculture (USDA) programs and operations through the successful execution of audits, investigations, and reviews. Learn more about this agency Duties Contributes to the development of, and/or conduct operational reviews of the program's application systems and develop factual reports of findings for submission to the team leader. Performs analyses of assigned portions of an agency's IT system functions and operations to determine the efficacy of security and control systems. Provides assistance and guidance in evaluating the confidentiality, integrity, and availability of Agency systems, networks, and data. Assists in identifying and targeting systemic weaknesses in agency databases using Computer Assisted Audit Techniques and Tools (CAATTs), e.g., information retrieval and analysis tools; Applies established IT performance metrics in assessing agencies' IT systems and programs in achieving standards of performance, meeting established business plan requirements, and accomplishing the Department's IT goals and objectives. Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Individual Occupational Requirement: Basic Requirement: Individuals must have IT-related experience demonstrating each of the four competencies listed below. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Your resume must demonstrate that you meet the following competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Monitoring server log files. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provide forum for customer complaints using input as well as observation to identify problems. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Coordinates with internal and external customers in response to configuring systems to meet unique needs for which precedent and documentation do not exist. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Determine the nature of problems, apply corrective action and refer related problems to appropriate personnel OR Education: GS-09: I have a qualifying Master's degree or equivalent graduate degree or 2 full years of graduate education leading to a Master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above & required the development or adaptation of applications, systems or networks. (You MUST submit transcripts or proof of education to verify your claim). GS-11: Have a qualifying Ph.D. or equivalent doctoral degree or 3 full years of graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. AND: In addition to meeting the basic requirement above, candidates must also meet specialized experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. For this position, specialized experience is defined as follows: SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one (1) year of specialized experience at the next lower gradeGS-07. Specialized experience is described as 1) Providing a professional conventional knowledge of the theories, practices, methods, and techniques of auditing (accounting). 2) Using knowledge of laws, regulations, policies, and practices pertinent to financial programs. 3) Researching, analyzing, and evaluating data. 4) Communicating effectively verbally and in writing. SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower gradeGS-09. Specialized experience is described as professional, comprehensive knowledge of theories, practices, methods, and techniques of accounting and auditing; and knowledge of organizational or program practices, policies, and functions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS (GS-09): Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS (GS-11): Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
