Summary PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. This position is located at the Office of Digital Payment Solutions, Alternate Payments Division. As a Financial Program Specialist, you will support Program Managers by working on system's development and enhancements and helping manage day-to-day operational functions. Learn more about this agency Duties The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Assist Office of Digital Payment Solutions to build, maintain, enhance and operate collection branches, and programs. Work with Federal agency customers to establish and improve working relationships and provide guidance, resolve problems, and perform duties associated with a central service provider. Perform process improvement evaluations of financial programs, processes, and systems to assess the efficiency and effectiveness of operations, identify root cause issues, and provide recommendations for remedies/improvements in policies, procedures, customer service, and program management. Prepare data analysis (e.g., statistical summaries, comparisons, identification of trends and patterns, documenting process flows, etc.) and presentations for meetings and briefings that effectively and accurately display program information to individuals or groups. Develops communication materials such as letters, presentations, training aids, and fact sheets to inform senior management, partners, or agencies of program requirements, training, and program enhancements. For the GS-12, You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes enhancing financial systems by analyzing functionality and making recommendations for system or process improvements. Examples of this experience could include any of the following in relation to financial systems: - Experience assisting with the management of operational procedures to improve processes; OR - Experience submitting reports on computer/systems applications to meet organizational requirements; OR - Experience providing advice and solutions for financial system reporting issues; OR - Experience assisting with financial management and analytical functions, to include program assessment and process improvement. For the GS-11, You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes assisting with the enhancement of financial systems by analyzing the functionality of systems or processes. Examples of this experience could include any of the following in relation to financial systems: - Assisting with the development of operational procedures to improve processes; OR - Analyzing results and recommend changes to assist with obligations from agencies/financial agents, OR - Experience generating reports on computer/systems applications to assist with organizational requirements; OR - Interpreting guidelines and adapting guidelines, such as agency policies, regulations, precedents, and work directions, for application to specific cases or problems. OR You may substitute education for specialized experience as follows: completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. For the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes experience providing suggestions to improve financial programs, processes, or systems to improve the efficiency or effectiveness of operations.Examples of this experience could include: -Applying analytical techniques to identify and resolve issues or problems which makes for a more efficient process, OR -Providing guidance and helping to resolve problems associated with systems or programs to improve operations, OR -Assisting with the evaluation of new technology, proposed process, or system changes and determining the impact on systems or programs. OR You may substitute education for specialized experience as follows: completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education more than the first 18semester hours (27 quarter hours) may be combined to be considered for qualifying education.
