Summary
Do you have experience drafting and negotiating multi-million dollar R&D or prototype contracts or agreements Other Transactions Authority (OTA) is an authority allowing the Government to develop innovative research or prototype initiatives through agreements that are not subject to laws governing Federal grants and contracts. While not required, direct experience awarding or receiving OTAs is highly preferred.

Qualifications
In order to qualify for a Supervisory Other Transactions Authority Agreement Specialist, GS-1101-15, you must have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: soliciting, negotiating, and executing non-traditional agreements related to research, prototype, and/or production; evaluating business objectives and negotiating complex terms and conditions for other transactional agreements that may deviate from traditional mechanism, policies and procedures; providing leadership to other team members; assisting with staff in prioritizing work.

- This position is designated as a "non-emergency/teleworker" position and the selected candidate will be considered a "non-emergency/teleworker" employee. In the event of a closure, you must be available to telework or request leave.
- A one-year probationary period may be required upon selection/placement.
- A one-year supervisory trial/probationary period may be required upon selection/ placement.

- At the supervisor's discretion, this position may offer work schedule flexibilities: telework (work from home on a regular basis or ad hoc basis but reports to the office at least once a week/two days a pay period), compressed schedules, flexible schedules.

- A newly appointed or reappointed employee may receive service credit for prior work experience or active duty uniformed service that otherwise would not be creditable for the purpose of determining his or her annual leave accrual rate.
